Ukhrul, October 24 2013:
Taking serious note of the prevailing controversy over appointment of Zonal Education Officer (ZEO) of Ukhrul, Zingtun Tangkhul Katamnao Long (ZTKL) has termed the issue as "politicalised and corrupted to the core" .
In a press statement issued on Friday, ZTKL president AC Thotso said "...appointment, transfer and promotion of any public servant should be strictly based on requirement, performance, seniority and other criteria in the book of service.
It has become politicalised and corrupted to the core.
As such any interested group can bend it to serve their own purpose" .
ZTKL urged relevant authorities for early solution to the ongoing problem and not to jeopardize education in the interest of general public.
"...we don't want confusion and jeopardisation of this important office as it is happening now.
Improper functioning of the ZEO office Ukhrul has been going forfew months, now we hate to see this situation," it stated.
In the statement, the student body also asserted, "As per facts and figures available and statements of various student bodies appointment of Pamreishang Hungyo as the ZEO in-charge of Ukhrul district is an overstep as far as seniority is concern...mention may be made that the said promotion/appointment is tantamount to deliberate insult and humiliation to the other senior officers of the department by the authority" .
ZTKL also argued that if the incumbent ZEO is found "fit and performing by the concern authority, justification and temporary arrangement on the implicit service rules should be brought about if tenable" .
Further, it said "clean, upright and just administration can only foster quality education.
We want the department of education to be an example and model of every department in the state" .
The body stated the controversy surrounding the ZEO appointment has posed as impediment to proper implementation of Right To Education (RTE) in Ukhrul.
