Imphal, December 04 2014 :
Even though the State Government is spending huge amounts of money for development of infrastructure in the health sector, the outcome has often been in the negative due to the misdeeds of related officials.
In a peculiar revelation by this Daily, a Primary Health Centre (PHC) at Keirao Mating in Keirao Assembly Constituency is found constructed on water.
The said PHC under the State Health Department was reportedly constructed in 2011 .
But prior to inauguration of the building, the health centre has started functioning.
According to a local man, the state government constructed two kuchha blocks of the PHC under a special plan to cater to the health needs of the local people.
However, the contractor involved in the work dug out the surrounding earth to fill the foundation of the new building.
Consequently, the low lying surrounding areas have been inundated all the year round.
It is as if the PHC building is sitting on water, he added.

The water body surrounding the PHC building has served as a convenient place for washing of clothes by the local people, and ducks also stray on the water, the depth of which is around 3-4 feet.
An unfortunate incident in which a small boy of 3 years was about to be drown into the water had also happened earlier, narrated the local man, while saying that patients coming to the PHC are facing troubles with the flies and mosquitoes brewing out of the water body.
On completion of the building construction, local people asked the contractor to fill up the low lying areas, however he did not pay any heed.
In spite of repeated requests, the State Health Department has not made arrangement for filling the pond surrounding the blocks.
If the Department Officials had inspected the building before handover by the contractor, such a situation would not have happened, said the man grudgingly.
As intimated by a Doctor posted at the PHC, they have come to the health centre for providing treatment and have nothing to do with the construction works.
However, the Doctor expressed the unhygienic situation at the PHC arising out of the surrounding water.
He said the ducks and swans often intruded inside the health centre, causing disturbances to the healthcare services.
The local people of the area have fervently appealed to the State Health Authority particularly the Director of Services to fill up the dug-out areas surrounding the PHC building to avoid unhygienic environment at the health centre.
