JFD boycotts self enumeration

Imphal, August 09 2026: Taking strong exception to the State Government's failure to take a decision in favour of updating the National Register of Citizens (NRC) ahead of initiating census operations, the Campaign for Just and Fair Delimitation (JFD) has said that it will boycott the process of self enumeration.

Self enumeration is a digital process that lets people fill up their own household and housing information online for the National census, rather than waiting for official census workers to visit them.

It is open for a brief 15-day window just before door-to-door listing begins in any particular area.

Speaking to media persons at CCSK office, Wangkhei this afternoon, JFD convenor Jeetendra Ningomba said they have decided to boycott the self enumeration process which is scheduled to begin from August 17 in view of the State Government's disappointing failure to give any concrete assurance or positive response to the people's collective demand for identification of illegal immigrants before census operations.

In the meantime, a sit-in-protest will be staged day and night in front of Wangkhei Angom Leikai United Youth Club from August 10 till August 16, he said.

During the two-day consultative meeting cum seminar organised by the Home Department and Manipur State Population Commission on August 7 and 8, all participants including intellectuals, legal experts, JFD representatives and other stakeholders unanimously pointed out that conducting census exercise without first updating NRC will have far reaching consequences.

The Home Department as well as the Manipur State Population Commission took serious note of this unanimous observation, Jeetendra said.

However, the organisers have not been disclosing the recommendations adopted at the consultative meeting cum seminar.

The State Government too has not been saying anything.

As for the JFD, it remains firm and steadfast on its position that no census operations will be allowed until and unless the NRC is updated, the convenor asserted.

He appealed to all sections of people to stage protest demonstrations including torch rallies at night at their respective localities from August 10 to 16 .

He further appealed to the people to march to the residences of MLAs and talk with the elected representatives on the absolute necessity of updating the NRC .
