APPC readies draft report to enforce ILPS

The All Political Parties Committee (APPC) on ILPS will submit its draft report/document to the Govt at the earliest to pave the way for implementation of Inner Line Permit System (ILPS) or similar legislation in the State.
This was stated by Dy CM Gaikhangam, who is also the chairman of the APPC on ILPS after the 16th review meeting of the committee held today at his Secretariat chamber.
The Committee today held a review meeting of the draft report/document.
The report, which is on its last leg, would be more than 500 pages and in two volumes, Gaikhangam said.
Saying that the contents of the reports are still kept confidential, Gaikhangam, who is also the president of MPCC, said that it was not the time yet to place the report in the public domain.
The reports are prepared in such a way that it does not hurt the sentiment of any community of the State and best represent the interests of approximately 28 lakh people of the State, he said.

He said that opinions and suggestions of all stake holders have been obtained and models of other States duly deliberated.
When asked if the reports would be readied for introducing as a Bill in the coming winter session of the State Assembly, Gaikhangam said that the reports being voluminous and needing to undergo further departmental process, it may take some time.
Besides, it would also involve discussion and deliberations on the legal and Constitutional validity of the reports.
On the UNC's 'protest' call on Orange Festival, Gaikhangam said that this is not the first time any State or public programme is being resisted.
He appealed to all concerned not to take a stance against the public particularly the orange growers.
Gaikhangam further said that Chief Minister O Ibobi will grace the Orange Festival with the theme 'Orange for Unity' slated for Dec 9 as the chief guest.
