ATSUM appeals to CM

Imphal, October 24 2013:
The All Tribal Students' Union (ATSUM) has strongly made an appeal to the chief minister, Okram Ibobi regarding the cancellation of the Government order numbers 17/2/97-CHA dated September 1997 and vide government order number 2/12/2013-TA & Hills dated June 12, 2013 .
The student body expressed that Autonomous District Council Acts which was instituted simultaneously with the inauguration of statehood of the state in 1971-72 is purely an autonomous institution with its existing rules and acts.
The chairman had approved with the DPC proceedings regarding the appointment of grade (III) and grade (IV) posts of the district according to section 32 (3) read with rule 45 .
It being a Parliamentary Act, a mere resolution order of the state government number 17/2/1997-CHA dated 10/09/1997 should not supersede the Principle Act, and therefore, obtaining of the Government's approval to the proceeding DPC for appointment of the grade � III & IV as done in other departments does not arise as it defeats the principle acts.
The student body added that recruitment under ADC should not be done before the two government orders are cancelled.
