Imphal, September 28 2014:
The All Tribal Students' Union, Manipur (ATSUM) is irked with the continuous and deliberate suppression of the tribal rights by the Manipur State Legislative Assembly, according to a statement issued by the information and publicity secretary of ATSUM.
ATSUM has been apprising the State Government as well as the State Legislative Assembly authorities to fill up the backlog posts of ST in various departments according to an assurance given by Chief Minister O Ibobi during the discourse between the State Government and ATSUM on November 25 2013 at the Chief Minister's chamber.
However, nothing has been initiated so far, the statement said.
The student body stated that as per the statistical figure shown in the table of the employees, 316 posts have been created with a total of only 19 against 65 as per model roster of 200 points by direct recruitment.
The authority concerned of the Manipur Legislative Assembly Secretariat was expected to be responsive to ensure an equilibrium in reservation policy and its implementation as agreed upon by a special recruitment drive for ST but the department turned a deaf ear and issued a piece meal recruitment notification dated Imphal January 16, 2014 .
The Union has urged for the cancellation of the recruitment process and to call a special drive for ST to fill the backlog posts, the Union asserted in the statement.
The Union further accused the Manipur Legislative Assembly of committing a blunder by conducting closed door recruitment of grade IV without issuing recruitment notifications.
As per the information, the result of the back door recruitment was dated November 21 and salaries for three months have been released.
Under such circumstances, the provision of reservation remain unfulfilled and only on paper.
The statement also asserted that the department concerned made another closed door recruitment by recruiting an Assistant Director without issuing recruitment notification which revealed the deliberate act of the Manipur Legislative Assembly to suppress the weaker communities of the State.
ATSUM urged the authority concerned for immediate cancellation of the closed door recruitments and conduct a fresh recruitment for the backlog posts of ST in the department.
The statement warned that the State Government should be responsible for untoward incident in case the demands are not met.
