Imphal, September 24 2014:
Joint Committee on Inner Line Permit System (JCILPS) has today said that it would continue to hold talks with the State Government on the issue of ILPS implementation in Manipur.
In a statement, JCILPS said that a team of the committee had a dialogue with the State Government at 2 pm on September 19 .
Although the statement did not mention the points which were agreed by both the sides, the statement said that outcome of the dialogue was positive.
It added that a 15-member team of JCILPS later met the All Political Parties Committee on ILPS at 2 pm on September 22 in the office room of the committee at Manipur Assembly secretariat.
JCILPS members clearly expressed their view on the need for enacting a regulation on the entry of non-locals to the All Political Parties Committee in the meeting.
From the side of the All Political Parties Committee, JCILPS was told that expert views had been taken from different experts on the issue.
However, when JCILPS requested the Committee to provide a copy each to them, All Political Parties Committee told JCILPS that the views were confidential.
JCILPS added that it is necessary to be transparent on the new law to be enacted by the Government, the statement said that the Committee urged the political parties' committee to make known whether the new law would be enacted under the purview of the State Government or the Centre.
JCILPS also urged the political parties committee to provide a copy of the recommendations to be made to the Government before it is finally handed over to the Government, the statement added.
The statement added that All Political Parties Committee Chairman Gaikhangam assured JCILPS that a police officer would be entrusted to supervise regulation of non-locals' entry into the State as an interim measure before a permanent law is put into force.
Saying that there is no difference of views between JCILPS and the State Government on the issue, the statement said that dialogue with the State Government would continue further.
However, JCILPS expressed regret over a slight misunderstanding over the news reports carried by different media houses on the outcome of the dialogue with the All Political Parties Committee.
It added that democratic agitations on the issue would continue further.
