HC queries Govt on home guard promotion norms

The High Court of Manipur has reportedly directed the state government to submit a written response with regard to preparation of seniority list and promotion guidelines for home guard personnel in the state, by November 30.In a release, Manipur Home Guard Employees' Welfare Association president Y Man-gi stated that the Association had been urging the com mandant general home guard cum DGP and commandant home guard V/A concerned to formulate seniority list and promotion guidelines for home guard personnel since 2016.Subsequently, a committee was formed in the same year with IPS officer T Guite as chairman.
But, as this committee was not performing its assigned task, a new committee headed by IPS officer H Thanghoulian as chairman was constituted following instruction from the chief minister.
Unfortunately, this new committee is also dilly-dallying from finalising the matter.
As such, the Association filed a petition to the Manipur High Court, requesting the court to direct authority concerned for completing compilation of seniority list within a stipulated time.
The court accepted the complaint in October and after examining the details sent notice to the respondents (commandant general home guard cum DGP and commandant home guard V/A) to respond by November 30, in addition to listing the case on the same day.
Clarifying on the Association's strong request for seniority list and promotion guidelines, Mangi said that it is meant to prevent issues arising out of granting promotion based on favouritism or connections.
He then appealed to the departments concerned to take up the requisite actions at the earliest, in the interest of Home Guards.
