JCILPS sticks to 1951 as base year

Amidst the claim and counterclaim on influx of illegal immigrants to Manipur, the Joint Committee on Inner Line Permit System (JCILPS) has urged all the legislators to hold a discussion on changing the base year to identify native residents to 1951, establish Population Commission and implement National Register of Citizens (NRC) during the monsoon session of the State Assembly.
Speaking to the media at its office at Kwakeithel Konjeng Hazari Leikai today, JCILPS convenor Phulindro Konsam said that that they have been urging the Government to amend the 'base year' which is 1961 adopted by the Cabinet in 2022 to identify native residents to 1951 .

Asking how the Government will identify the illegal immigrants who entered into Manipur in the period between 1951 and 1961 if the base year is 1961, Phulindro reiterated that JCILPS will never accept the base year set by the BJP Government.
He also asked the Government to withdraw the decision which adopted 1961 as the cut-off year and to set up the Population Commission, as assured, as soon as possible.
The Government should have in-depth discussion on NRC during the upcoming Assembly session and send their resolution to the Centre for implementation, Phulindro demanded.
Saying that the ILPS being implemented in Manipur is ineffective in monitoring the entry of non-locals to the State, he appealed to the Government to do whatever it can to protect the indigenous people of the State whose existence has been threatened by outsiders.
To serve the interest of the indigenous people and secure their future, discussion must be held to amend the ILPS and make it more productive, he demanded.
About the unrest in Manipur, Phulindro urged the Centre and the Manipur Government to take strong action against Kuki terrorists and their associates who are hostile towards Meiteis for peace and normalcy to return to the State.
