LDA chairman stresses safeguard of Loktak's ecology

Imphal, November 28 2023: Loktak Development Authority (LDA) chairman M Asnikumar led a joint meeting at the Ministry of Environment, Forest & Climate Change, focusing on environmental safeguard measures essential for the ongoing renovation and modernisation of Loktak Power Station.

The meeting discussed multiple letters written by the chairman to the ministries concerned, including the Prime Minister s Office, after NHPC proposed a Detailed Project Report (DPR) for the modernisation of Loktak Hydro Project without consulting LDA and forest & wildlife department of the state as well as the Ministry.

Recognising the intricate link between the Loktak Hydro Electric Project and the local ecosystem, Asnikumar addressed challenges arising since commissioning of the project including disruptions to the natural flow of Loktak Lake, affecting biodiversity and displacing communities relying on the lake for their livelihoods.

A major concern raised by Asnikumar is the alteration in water flow patterns adversely affecting the Ramsar site's flora, fauna, agriculture, and fisheries.

The project has induced changes in sedimentation levels, raising concerns about water quality and the long-term sustainability of the lake s ecosystem.

The LDA chairman emphasised the need for a comprehensive assessment considering both immediate and long-term environmental and social repercussions.

He stressed the importance of sustainable practices in the renovation plans to mitigate adverse effects on the ecosystem and dependent communities.

Asnikumar highlighted LDA's commitment to collaborate with relevant authorities and stakeholders, fostering meaningful dialogue for a collective decision-making process.

He outlined challenges created by Loktak Hydro Project and expressed a commitment to address them through responsible and sustainable modernisation efforts.

He said that his vision extends to changing hydrological patterns, livelihood enhancement for affected people, and recommendations from the Expert Advisory Committee.

This proactive stance reflects commitment to responsible and sustainable development practices, aligning progress with the preservation of Loktak Lake's unique ecology.

PCCF cum chief wildlife warden, Manipur S Chhabra emphasised the critical ecological status of Keibul Lamjao National Park and the alarming situation of its biodiversity, particularly the world-famous Sangai deer species.

He suggested a revisit of the modernisation plan of Loktak Hydro Project to avoid further adverse impacts.

The chairman conveyed the Manipur government's commitment to conserve Loktak Lake and its wetlands, while extending a warm invitation for a Chief Minister-level joint meeting in Imphal soon.

This meeting aims to facilitate' in-depth discussions and collaborative solutions for a balanced and sustain-able future.

He expressed gratitude to the ministry for organising the important meeting.

The meeting was attended by senior officials from the Ministry of Environment, Forest & Climate Change, Water Resources (Jal Shakti), Power, Central Water Commission, NHPC Ltd, WISA, PCCF, Manipur, and PD, SE (wetland), and LDA.
