JCILPS insists on 1951 base year

The Joint Committee on Inner Line Permit System (JCILPS) insisted that cutoff base year for implementation of either ILP or NRC must be 1951 and not 1961 as the state cabinet had decided.
According to a statement of JCILPS, illegal immigrants have long been threatening the native people of Manipur and they should not be given opportunities any more.
It said that the Proceedings of Understanding signed between the AMSU and AMSCOC and the then chief minister RK Dorendro and minister M Kumar on July 22, 1980 and August 5, 1980 mentioned cut-off year for identification of illegal migrants as 1951.The same base year of 1951 was also mentioned in the Memorandum of Understanding signed between AMSU and the then Governor VK Nayar on November 9,1994 .
'The Manipur People Bill, 2018' passed by the state assembly on July 20, 2018 also mentioned cut-off year for identification of migrants as 1951 and JCILPS has been persistently demanding that the base year must be 1951 .
The base year for identification of illegal immigrants was mentioned as 1951 in the unofficial agreement signed inside Kangla on January 24, 2024 .
However, the state cabinet recently decided base year to be 1961 while sidelining all the previous agreements and this is unacceptable, the JCILPS said and demanded that 1951 must be base year in NRC implantation in Manipur.
