Media sensitization program on land revenue held

Imphal West Deputy Commissioner Th Kirankumar has highlighted the complications and drawbacks caused by lack of manpower in the State Revenue Department.
He remarked that lack of regular manpower recruitment has led to significant limitations in the transmission of information.
The Imphal West DC was speaking as the chief guest at the one-day media sensitization program held at Manipur Press Club today on the subject of 'land revenue' .
The media sensitization program was conducted under the supervision of District Administration, Imphal West, in connection with the one-year long golden jubilee celebration of All Manipur Working Journalists' Union (AMWJU) .
He stated that there are three wings under the Revenue Department concerned with measuring land, collecting land tax and issuing land documents respectively.
There is a shortage of manpower in all three wings, he said.
Due to absence of regular manpower recruitment, well-versed officers and staff of the department cannot impart their years' worth of learning to new recruits.
This scarce land resource is one of the greatest gifts of nature and many conflicts have played out on the world stage with land as the root cause, said the DC.
Pointing out a major oversight, he said that as per the Manipur Land Revenue and Land Reforms Act, 1960, the Settlement Office should conduct land surveys after every 10 years.
However, this directive has yet to be translated into action.
The event was presided over by Bijoy Kakchingtabam, president, AMWJU with Khogendra Khomdram, president, Editors' Guild Manipur attending as the guest of honour.
Meanwhile, Dr N Johnson Meetei, ADC, Imphal West spoke about 'Digitisation of land records' and 'land acquisition' during the event.
The digitisation of land records was undertaken as a pilot project under Digital India Land Records Modernisation Programme.
So far, out of 179 revenue villages in Imphal West district, the land records of 172 villages have been scanned and will be uploaded to servers at three different locations, said Dr N Johnson.
Lastly, Kh Lenin, Imphal West AC to DC spoke about the Manipur Conservation of Paddy Land & Wetlands Act.
