Cabinet condemns SF crackdown on civilians

A meeting of the State Cabinet held on Saturday at the cabinet hall of Chief Minister's secretariat has condemned the excessive actions of central forces against civilians at Pallel on Friday and resolved to apprise the Centre about the incident.
Addressing media persons after the cabinet meeting at his Lamphel Sana Keithel residence on Saturday afternoon, IPR minister Dr Sapam Ranjan said that the cabinet also shared the grief and pain of those killed and injured in the Pallel incident.
It further resolved to take up appropriate action against security forces, irrespective of Central or state forces, in case of showing excessive measures against public, he said.
Dr Ranjan further said that the cabinet resolved to take up strict measures to ensure free movement along the highway by vacating blockade enforcers.
The Permanent Housing Scheme for displaced persons, whose houses were burnt down or damaged in the unfortunate incidents starting from May 3, was also approved by the cabinet.
As per police reports, a total of 4806 houses were burned/destroyed across the state, he said.
The cabinet also decided to build houses wherever the atmosphere is conducive for the affected people to ensure their return to their original places.
For the first initial phase, around 1000 permanent houses will be constructed at an estimated cost of around of Rs 75 crore.
This would be done across all the affected districts of the state, the minister further added.
He also said that the amount to be spent on the house would be Rs 10 lakh for pucca houses; Rs 7 lakh for semi pucca houses; and Rs 5 lakh for kutcha houses.
The fund will be given in two equal instalments - 50 per cent will be given prior to initiation of the construction, and the remaining half will be given later.
The Manipur Compensation Scheme for Women Victims/Survivors of Sexual Assault/Other Crimes, 2023 was discussed in detail and approved.
Apart from this, the cabinet has also approved relief and compensation of Rs 10 lakh to next of kin of those killed in the crisis, Rs 2 lakh for grievous injuries, Rs 25,000 for minor injuries, Rs 10 lakh for gang-rape survivor, Rs 7 lakh for rape survivor & unnatural sexual assault, and Rs 5 lakh for grievous injuries leading to disability of 80 per cent.
In Saturday's meeting, the cabinet also approved the extension of the "Disturbed Areas" in status quo for another six months in the whole state excluding the areas under the 19 police stations from where it was lifted earlier.
The last extension for six month is set to expire on September 30.Creation of one post of assistant sub-inspector for state archer Paonam Lily Chanu was also approved in the cabinet meeting.
Setting up of Solid Waste Processing facilities in twin Imphal districts and Thoubal; installation of vehicle tracking device and emergency panic button in public transport as well as setting up of Integrated Command and Control Centre under Nirbhaya Fund Framework were also approved by the cabinet.
Moreover, Saturday's cabinet also approved to hand over the recruitment of 162 regular and 295 contractual posts of lower grade and grade four posts in veterinary department conducted on October 31, December 11 and 12 in 2021 after finding possibilities of irregularities.
Among the other agendas discussed included approval of setting up of the directorate of medical education under the health department; recruitment of 436 posts of assistant professor under higher education department; upgradation of PHC Lakhmai into CHC; reduction of MBBS course fee at Shija Academy of Medical Sciences to Rs 4 lakh per annum; and promotion of left-out MCS officers from the 2014 promotion list by accommodating one-time relaxation, Dr Ranjan added.
