Imphal, September 09 2023: The State Cabinet has condemned in the strongest terms the brutal crackdown by some Central security forces upon civilians at Pallel on Friday.

With Chief Minister N Biren in the chair, the State Cabinet held a meeting at 11 am today.

Briefing media persons after the Cabinet meeting, IPR Minister Dr Sapam Ranjan said the Cabinet meeting discussed around 30 agenda including the security measures taken up by State forces and Central forces and appropriate actions that may be taken up by the Government.

The State Cabinet, apart from condemning the act of unleashing brute force upon civilians by some Central security forces, conveyed solidarity to all the victims.

The State Cabinet decided to urge the Central Government to pay special attention to the particular Central security force.

The Cabinet meeting resolved to see that the blockades being imposed on National Highways are lifted at the earliest.

It also condemned all the brutal acts of violence seen in the State since May 3 .

After deliberating on destruction and burning down of houses at different places in the course of the violent crisis, the State Cabinet decided to introduce a permanent housing scheme, Dr Sapam Ranjan said.

As decided at the Cabinet meeting, new houses would be built for all those people whose houses had been burnt down/destroyed at their original places after ascertaining that these places are peaceful and safe, the IPR Minister said.

He added that construction of houses would begin in phase manner after verifying police reports.

The total number of houses destroyed or vandalised so far is 4808.1000 houses would be built in the first phase.

The Government would provide Rs 10 lakh, Rs seven lakh and Rs five lakh respectively if the houses destroyed in the violent crisis were pucca, semi-pucca and katcha, he said.

These amounts would be released in two phases.

50 per cent would be released in the first phase before construction works begin.

The remaining 50 per cent would be released after the construction works have started, Dr Sapam Ranjan informed.

As decided at the meeting, ex-gratia of Rs 10 lakh would be given to all those who were killed in the violence.

Those who sustained serious and minor injuries would be given Rs two lakh and Rs 25,000 respectively.

People who suffered 50 incapacitation/disability would be given Rs seven lakh.

Further, families whose houses have been partially damaged or burnt would be given Rs two lakh each.

The Cabinet meeting agreed to maintain the status quo by extending the Disturbed Area Status for another six minutes in all the areas tagged as such six months back.

The status of the areas covered by 19 police stations already freed of disturbed area tag would remain unchanged.

As per a recommendation of the Manipur State Legal Services Authority, the Manipur Compensation Scheme for Women Victims/Survivors of Sexual Assault/Other Crimes 2023 has been made applicable to women victims, survivors of sexual assault and other crimes.

It means women victims of such crimes would be given financial compensation, Dr Sapam Ranjan said.

The Cabinet meeting also agreed to offer a post of Assistant Sub-Inspector in Manipur Police to Paonam Lily Chanu who won a medal in an international archery championship.

The State Cabinet gave land clearance for opening solid waste processing facilities at certain places of Imphal West and Thoubal.

The State Cabinet gave its consent to setting up an integrated command and control centre at Transport Department under the Nirbhaya Framework for the safety of women.

The Cabinet meeting, after highlighting certain suspicions, agreed to hand over the recruitment tests held on October 31, 2021; December 11, 2021 and December 12, 2021 for recruitment of 162 regular staff of the Veterinary Department and 295 contractual staff of lower/fourth grade to the Vigilance.

It was also agreed to take up further necessary action based on the Vigilance report.

The State Cabinet also gave consent to one time relaxation of recruitment rules with respect to Grade I post in Veterinary Services, Dr Sapam Ranjan conveyed.

The Cabinet meeting agreed to recruit 436 Assistant Professors under Higher Education Department through Manipur Public Service Commission.

Taking due note of the rising number of medical institutes/colleges, nursing institutes and paramedical institutes, the State Cabinet decided to open a Directorate of Medical Education under the Health Department, Dr Sapam Ranjan said.

The Cabinet meeting further resolved to upgrade Lakhamai PHC of Senapati district to the level of a CHC.

Fixing the annual fee of Shija Academy of Health Sciences at Rs four lakh was another decision of the Cabinet meeting.

The Cabinet agreed on giving a one-time relaxation for promotion of MPS officers who were left out of the promotion process of 2014, Dr Sapam Ranjan conveyed.

Mentioning about the rise in Dengue cases during the last couple of days in the State, Dr Sapam Ranjan who is also in charge of Health Department, said that the department has taken up every possible measure to control and further spread of Dengue.

He highlighted the importance of community participation in any effort to control Dengue.

Treatment of mosquito nets with chemicals and fogging exercises are being done by the Government, he added.
