ATSUM calls 12-hrs total shutdown on April 4

In the wake of the alleged RIMS authority's failure to rectify the reservation discrepancies and failure to nullify the LDC result, the All Tribal Students' Union Manipur decided to go ahead with the agitation as announced earlier.
According to ATSUM, the RIMS authority had deliberately feigned ignorance of the DoPT's OM for a reservation quantum of 34% for ST since 2005 and the tribal people have been deprived of their rightful share in every job recruitment at RIMS ever since.
Therefore, a 12 hour State-wide total shutdown from 6 am to 6 pm on April 4, 2023, will be enforced in all the hill districts of Manipur, it stated.
However, emergency services shall be exempted from the purview of the bandh, stated ATSUM, and appealed to the public for cooperation and understanding during the course of the agitation.
Mention may be made that, the KSO and ANSAM had already conveyed their endorsement and support to ATSUM in connection with the issue.
Backing the bandh call, ANSAM has appealed to its constituent units and sub-ordinate bodies to strictly enforce the proposed agitation in their respective jurisdictions.
The Naga student body said today that it was perturbed by "gross violation of the quantum of reservation for STs, SCs and OBCs in the recently declared result for appointment of LDC in RIMS vide No.B/3222/208-RIMS dated 03/03/2023 by RIMS authority".
As per the Department of Personnel and Training (DoPT), Government of India, vide DoPT OM No.36017/2/2004-Estt.(Res) dated 05/07/2005, the quantum of reservation, which is generally fixed in proportion to the population of the Scheduled Castes and Scheduled Tribes in the respective UTs/States, in which 3% for SC, 34% for ST and 13% for OBC is fixed for the state of Manipur.
The ANSAM also said that 50 percent is for UR while also ensuring that the total reservation for SCs, STs and OBCs should not exceed the limit of 50% in any case.
"But much to our consternation and in complete defiance of the directive of DoPT for reservation of posts for Scheduled Tribes (ST), the RIMS authority deliberately violated the reservation quantum in the recently declared LDC recruitment result," the Naga student body alleged, while adding, "This is highly condemnable as it amounts to depriving the Constitutional rights of the tribal of Manipur" .
