Ex-Manipur CIC to probe MIT row

Manipur University (MU) has consti-tuted a one-man panel headed by former Manipur Chief Information Commissioner, RK Angousana Singh to probe the financial and administrative mismanagement allegations raised against the recently removed Manipur Institute of Technology (MIT) Principal In-charge, Dr Th Kulachandra Singh.
MIT, Takyelpat is a constituent college of the centre run Manipur University.
The institute has around 400 students some of whom are from different parts of the country.
Bowing down to the intense agitation, Kulachandra was removed from the post of Principal In-charge last month and he was replaced by RK Hemkumar as temporary arrangement.
According to an office order issued by the Registrar of Manipur University dated October 4 and issued to the media on Wednesday, the one-man enquiry committee consisting of RK Angousana Singh, Retd IAS will probe the allegations of financial and administrative mismanagement against Dr Th Kulachandra Singh, Professor, Dept of Civil Engineering and former Principal i/c of MIT during the period Aug 2011 to Sept 2013 .
It said Kulachandra failed to deposit fees of the students collected by the engineering institute to Manipur University though he was requested to do so thereby affecting the academic, infrastructural and welfare activities of the students and teachers.
The inquiry committee will probe whether Kulachandra had committed administrative lapses including dereliction of duty by not initiating necessary steps for convening meetings of the institute's governing body between November 2010 to October 2012 despite repeated requests and reminders made by the varsity.
Kulachandra's failure to hold the meeting had hindered smooth functioning and progress of the institute like Ph D guideship of the teachers, invitation of visiting faculties, e-learning facilities, appointment of heads of departments and other important service matters of the employees, it said.
MIT's administrative officer N Sonarjit Singh, will be the secretary to the probe panel, the MU order said, while requesting the panel to submit its report within one month.
Demanding Kulachandra's ouster the students had staged protest demonstration at the institute's complex for a few days.
Several students were injured in police crackdown on the agitating students last month.
Since then the hostellers numbering around seventy took refuge at a nearby community hall at Tera Yengkhom Leikai for almost four days till they returned back to their hostels on the night of September 25 .
"With the coming of our new principal-in-charge, normal classes are going on now smoothly and our teachers are putting their level best to make up those classes suspended during our agitation," said an MIT student.
