FEGOCTA for development of higher education

Taking up the cause of development in the higher education sector, Federation of Government College Teachers 'Associations (FEGOCTA), Manipur has drawn the attention of the 14th Finance Commission for giving due attention to make the Manipuri youths to come to the higher educational institutions to develop their human capitals but to jungles with arms in hand.
Submitting a memorandum to the members of the 14th Finance Commission headed by Chairman Dr YV Reddy, while they were here at Imphal on a three-day visit, FEGOCTA noted education is the backbone of the society and higher education is the head and heart of it.
The vision of India to join global knowledge society (GKS) by 2020 with so much emphasis on the budgetary allocation to 9-fold in the XIth plan, and more so in the XIIth plan has never reached Manipur.
In the name of resource crunch, the State Government has implemented the 6th UGC ROP for college teachers with a sheer discrimination as compared to other employees.
The incomplete implementation of 6th UGC ROP in spite of the constitution of 7th ROP will add gravity to the situation.
The concern of teachers' fraternity is not only the UGC scales of pay but also the deteriorating and insufficient infrastructure as well as the enhancement of quality education to achieve 3-Es as proposed in the XIIth FYP.
The memorandum further pointed out that the State has no industry, no multi-national companies and limited resource expect for the human resources, which can be nurturing through proper development of higher education.
In this regard, the memorandum of FEGOCTA signed by its President L Randhoni Devi drew the attention of the Commission over the urgent necessity of establishing one women's university in Manipur out of the proposed 20 such universities under XII UGC FYP; one IIT, one North East Social Science research Centre as Manipur has a rich cultural heritage, model degree colleges in each district of the State, to concert some premier Government colleges into constituent colleges of Manipur University, to make all colleges available modern ICT facilities, to fully develop the infrastructures of all existing colleges in the State in tune to the present ICT world and to all fill vacant posts as per UGC norms to enhance the academic atmosphere in tune with global context in general and National context in particular, the memorandum said, adding that the State would need Rs 1000 crores to meet all these expenses.
