Imphal, November 29 2021:
Manipur Human Rights Commission (MHRC) has directed the Director General of Police (DGP) to look into the rejoinder submitted in connection with death threats against RTI activists including levying of fines under duress, and take up the necessary action in this regard.
A complaint was filed to the Commission by one Wahengbam Joykumar with the DGP, special secretary (Home), joint secretary (home) North East, Ministry of Home Affairs and Ceasefire Monitoring Cell, Ministry of Home Affairs, as respondents.
On Monday, after discussing the complaint, MHRC observed that as per the proceedings of the Commission, an action taken report was submitted by the Special AIG (Human Rights and RTI).
In response to the report, the complainant submitted a rejoinder.
The rejoinder stated that the victim identified as P Johnson Samo, an RTI activist and a BP patient, was having difficulties staying at the assigned quarters and stressed the need for him (Johnson) to stay with his wife.
However, SP Imphal East said that family members are not allowed to stay in the quarters.
Meanwhile, KV Souni, Reverend Puni Mao and Central Administrative Officer NSCN (IM) Lohrii, who are accused of threatening to kill the RTI activists, are members of the collective leadership of NSCN (IM) Seporamath region.
Lohrii had fined activist KH Inoch Rs 1.5 lakh for filing the RTI query and also collected a sum of Rs 40,000 from Dalaoni as fine.
After thoroughly examining the rejoinder, the Commission directed the DGP to take serious note of the rejoinder and initiate appropriate action in the matter including registration of an FIR.
