Imphal, July 15 2022:
The Department of Social Welfare organised a one-day consultation meet on Framing of the Standard Operating Guideline of Private De-Addiction Centres in Manipur', at the mini conference hall of City Convention centre, Palace Compound here on Friday.
Delivering the keynote address, Social Welfare director Ng Uttam said that many of the people operating the centres have been wondering how to streamline the de-ad-diction centres and under which guidelines, the supervision, registration, and quality maintenance should be carried out.
Mean while, the department has always included the guidelines for the de-addiction centres as a provision in the drug policy of the state.
As the framing of a guideline for the de-addiction centres will take some time, the state cabinet had adopted the guidelines prescribed by the Ministry of Social Justice for registration purposes till date.
However, it is the wish of all concerned to have a separate guideline for the de-addiction centres in the state.
Thus, the department organised the consultation meet, he conveyed.
Informing that only 40 days are left to the deadline set by the High Court for framing the guideline and publish the same in the State Gazette, Uttam said that the drafting committee of the department has held several meetings, and made request to the state government to form a core committee.
The resolutions adopted during the Friday 's meeting will be forwarded to the core committee and after a detailed discussion with top government officials, the draft will be taken up to the cabinet for approval, following which it will be published in the State Gazette.
The director further informed that the suggestions and opinions from various stakeholders, which were previously sought, along with the points mentioned in the Guideline for Setting Private Drug Treatment Centre in Manipur' were discussed in detail with department's deputy director K Saroj on Friday.
There were many suggestions for modifying the previous guideline and as such, after the modification, the new draft guideline will be submitted to the core committee of the state government, he added.
The discussion session was chaired by Manipur University Department of Psychology head of department Prof MC Arun.
