Imphal, January 13 2023:
Federal Students' Organisation, Kangleipak (FESOK) Education and Library secretary N Rikesh Mangang has alleged that related recruitment rules are being modified improperly to recruit some 'favoured' teachers in the Teacher Education Department of Manipur University (MU).
Addressing a press meet held at Federation's office in Kakwa on Friday, Rikesh pointed out that on June 22, 2022, an advertisement for notification no MU/Specialisation/Fac/01/398 was released, notifying the recruitment to the posts of Assistant Professor, Associate Professor and Professor at the Department of Teacher Education, MU.
However, many of the recruitment rules were not proper, he said, while hinting that the criteria was prepared in such a manner to facilitate the recruitment of some people.
Questioning why the minimum qualification for the direct recruitment of said posts was based on the National Council for Teacher Education (NCTE) Regulations 2014 and its Amendment 2017, and University Grants Commission (UGC) Regulation 2010; Rikesh said that the implementation of UGC Regulation 2010 instead of 2018 is clearly an attempt to show favouritism.
He recalled that during the tenure of MU VC Jarnail Singh (Administrator), the advertisement vide notification no.MU/5-124/2013/ FY, issued on August 6, 2019, was done in accordance with UGC Regulation 2018.Questioning why incumbent VC Naorem Lokendra Singh and registrar Chand-babu are refusing to adhere to the latest UGC regulation of 2018, Rikesh further enquired about the reservation policy for the recruitment of the above posts of Assistant Professor, Associate Professor and Professor.
He then stated that the existing reservation information given in the advertisement indicates that it has been prepared out of self-interests and as such, demanded the authority concerned to make the reservation roster system clearer to the people.
He continued that the categorisation of the reservation policy for recruitment of 15 assistant professors through Pedagogy, Foundation Course, Fine Arts, Performing Arts and Health & Physical Education has been done in a wilful maimer, Thus, it would not be wrong to assume that the improper rules were formulated at the behest of the incumbent dean of Education and registrar of MU.
However, the VC is in a way indirectly supporting them by continuing to remain as a silent spectator.
This is extremely unfortunate for the present and future students, teachers of the varsity and the people as a whole.
Thus, Rikesh urged for rectifying the wrongs and enable the Department of Teacher Education to uphold its title as the human engineer of MU, while cautioning of launching intense agitations in case of failing to do so .
