College protest: Education Department smells rat

While welcoming all positive suggestions for development of the Dhanamanjuri University (DMU), Department of Higher & Technical Education has cautioned that anyone found instigating students to launch agitation and disrupt the academic atmosphere will be dealt with appropriately.
In a release, Higher & Technical deputy secretary Daryal Juli Anal recounted that DMU was established in 2017 with the amalgamation of DM College of Science, DM College of Arts, DM College of Commerce, GP Womens' College and LMS Law College to promote higher education in the state.
Since its inception, the state government has taken proactive role in development pf the university with the department too initiating various measures including appointment of regular vice chancellor, creation of teaching & non-teaching posts, bifurcation of teaching and non-teaching posts in five constituent colleges of DMU from the Directorate of University & Higher Education, and providing Grant-in-Aid to the University in order make the varsity fully functional.
However, the department is not involved in the day-to-day administrative functioning of the varsity, clarified the deputy secretary.
Further pointing out that under section 30(1), (ii) of the Statute of the Dhanaman juri University Act, 2017, the state cabinet in its decision taken on November 24, 2021 had approved bifurcation of the 600 posts (387 teaching and 213 non-teaching posts) existing in the five constituent colleges, the release recounted that as approved by the state cabinet on November 21, 2022, 362 posts of teachers (Assistant Professors and Associate Professors) were bifurcated to the DMU on November 24, 2022 while process for bifurcation of non-teaching posts including principals is under process.
Further, under section 30(i), (ii) of the same Statute, the department has notified operational guidelines for employees' related issues after bifurcation from Directorate of University & Higher Education to Dhanamanjuri University.
The revised operational guidelines after bifurcation from Directorate of University & Higher Education have also been notified on January 13, 2023.As DMU authority is responsible for proposing 12B recognition of the UGC Act, 1956, the education minister and the department have no role in the matter, the secretary explained and remarked that there appears to be no impediment in applying for 12B after bifurcation of teaching faculties.
As such, it is incumbent for the DM authority to apply for 12B at the earliest, Daryal Juli Anal continued.
The release also conveyed that under Rashtriya Uchchatar Shiksha Abhiyan (RUSA), various infrastructure developments have been taken up and inaugurated by Union Minister of Home Affairs on January 6.They include administrative block, academic buildings of various schools of studies, library cum conference Hall constructed at a total cost of Rs 55 crore.
It also confided that the recruitment of 88 posts of assistant professors and 170 different categories of non-teaching posts of DMU is under process and is expected to be declared soon.
Daryal Juli Anal stressed that raising any grievances against the government in public platform should only be on issues when the government has failed to act.
Up till now, the department has fulfilled all its responsibilities in the last six months since the formation of the new government, the secretary added.
