NCP releases 15-point manifesto

Apart from announcing its candidates for Kakching and Sekmai Assembly Constituencies, the Nationalist Congress Party (NCP) today released a 15-point manifesto which is headed by repeal of AFSPA and fixing of a base year for ILPS.
The manifesto or vision document was released by NCP National Secretary and Manipur in-charge Narendra Verma at a function held today at NCP Manipur State unit office, near Wangkhei Ningthem Pukhri.
Narendra Verma also announced the names of Yengkhom Nilachandra and Ningthoujam Popilal as NCP candidates in Kakching AC and Sekmai AC respectively.
The NCP manifesto promises to remove Disturbed Area status from Manipur and repeal AFSPA 1958 from the Indian law.
Noting that no proper rules and regulations have been enacted for the Inner Line Permit System (ILPS) till date like the cut-off year, the NCP vowed to streamline the system for effective implementation.
The vision document said that there are always threats to the international as well inter-State boundaries of the State.
Moreover, Manipur is a multi-ethnic State and as such any eventuality may break out any time.
To face any such eventuality, the State armed forces should be strengthened For this, recruitment should be held in a transparent manner without giving any room for bribery, it said.
It also promised to protect agricultural land and introduce modern technologies as well as crop rotation apart from improving irrigation infrastructure.
Enactment of a new public health policy, declaration of the entire State as a foreign trade centre, not less than the status of SEZ and opening of a training centre affiliated to the Director General of Foreign Trade are some other points listed in the NCP manifesto/vision document.
It said that vigorous efforts would be made to streamline administration so as to make it de-politicised, transparent and accountable.
It also pledged that stringent action would be taken against officers and decision making authorities indulging in corrupt practices as to provide a corruption free administration.
