Non-residents found listed in PMJAY list

Amidst the controversy surrounding the inclusion of a few non-residents in the voters and beneficiaries lists of PMJAY which covers a health insurance of up to Rs 5 lakh at Chanam Sandrok under Keirao Constituency, names of at least two more persons were found enlisted as co-workers in the job card of a Meitei family against the guidelines of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) .
Reportedly, the names of the two persons were added as co-workers of MGNREGA during the Panchayat elections of 2007 and 2012 while one Heirom Suresh was the Pradhan of Chanam Sandrok Gram Panchayat in both the terms.
It may be mentioned that the names of four non-residents were found added in the voters list of Meetei village Chanam Sandrok not long ago and AAY cards were obtained apart from incorporating their names in the Socio Economic Census data of 2011 .
The date of registration of the disputable job card was found written as February 10, 2010 while the names of the co-workers were found given as H Laramdinliana Singh and Kh Boivak.
During the time of registration, the age of H Laramdinliana Singh was 32 while Kh Boivak was 30 .
The number of job cards which recognised them as co-workers of MGNREGA, on the other hand, is MN-09-006-009-002/391 while the family number is 391.The head of the household is written as Keisham Biken Meitei, a resident of Chanam Sandrok.
Including Biken himself and the two non-residents, the family had four applicants for MGNREGA.
While H Laramdinliana Singh is in serial number 1 of the job card number MN-09-006-009-002/391, the name of Kh Boivak is in serial number 2.The other two being Thangjam Sangita (sl no 3) and Keisham Biken Meitei (sl no 4) .
Reportedly, the two non-residents have been taking wages under MGNREGA though Biken is enlisted as the head of the family.
H Laramdinliana Singh got Rs 1386 as wage for 11 days under Bharat Nirman Rajiv Gandhi Sewa Kendra, Chanam Sandrok on March 15, 2012 .
The other amounts H Laramdinliana Singh received as wages for other works were Rs 1584 for E/W and shingling at Khandrok Mayai Leikai on June 26, 2012; Rs 1296 for E/W and shingling at Sandrok Awang Leikai on July 11, 2012; Rs 1008 for land development at Chanam Sandrok Awang playground on March 11, 2013; Rs 918 for construction of inter village road (IVR) with shingling at Phunal Khuno on August 9, 2013; Rs 918 for improvement of IVR from Chinjin main road to Khori on October 30, 2013; and another Rs 918 for construction of IVR with shingling at Phunal Khuno on December 6, 2013 .
Kh Boviak, on the other hand, was found paid Rs 2280 in the Financial Year 2013-14, and Rs 5,910 in FY 2015-16 for different works.
The wages for the works were withdrawn from the bank account of Biken opened at Manipur Rural Bank, Kongba Branch (bank account number 9012026009614) .
According to the guidelines of the MGNREGA, only wife, husband, and their children who attain the age of 18 can be enlisted as the co-workers of the job card holder and engagement of outsiders is strictly prohibited.
The name of H Laramdinliana as a co worker got deleted on May 20, 2014 without giving any reason while Kh Boviak was removed as a co-worker on December 29, 2017 citing 'unwilling to work' as the reason.
Reportedly, the name of Thangjam Sangita was also deleted on December 29, 2017 by giving 'shifting to a new village' as the reason.
Biken is the only active worker of the disputed job card now.
There is a slight alteration in the name of one of the non-residents as H Laramdinliana Singh who was engaged as a co-worker of MGNREGA was found written as Hlowncheu Lalramdinliana Kuki in the beneficiaries list of PMJAY.
