HC closes petition on MGNREGS fund case

The High Court of Manipur closed a petition seeking directive to the state authorities for implementing Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) effectively by ensuring proper distribution of fund sanctioned by the Centre.
A division bench of the high court comprising chief justice Sanjay Kumar and justice A Bimol Singh examined the petition seeking directive to state authorities for proper implementation of fund sanctioned under MGNREGS before dismissing the same.
Regarding the case, joint secretary (RD & PR) submitted an additional affidavit to the court on September 20, 2022 furnishing details of actual release of wages to beneficiaries under the subject scheme from March, 2021 till September, 2022.It said that out of the 70 blocks of electronic Fund Management Systems (eFMS), implementation was successfully effected in 36 blocks which would constitute about 72.88 percent of the total beneficiaries.
Transfer of subsidies directly to the beneficiaries through Direct Benefit Transfer vide eFMS is for ensuring faster and more secure flow of funds and reduce possibility of fraud, the additional affidavit said.
Advocate Rk Umakanta, who appeared for the state, informed the court that he also received the letter sent by joint secretary (RD & PR) on September 16, 2022 and submitted the same to the court.
Petitioner's counsel A Muhindro Singh submitted before the court that no further directive from the high court is required in the light of effective measures being adopted by state authorities to ensure proper implementation of the scheme.
After hearing and recording statements from both sides, the division bench declared the petition closed.
