Imphal, September 11 2022:
Graduate Teachers Promotion Demand Committee (GTPDC) has cautioned of launching intense agitations if the department concerned does not comply with the judgement given by the Manipur High Court for promoting primary teachers, who have been regularised for around 5 years as per the recruitment rules (RR) of 2016, within the month of September.
Speaking to newspersons after a meeting of GTPDC convened at Pensioners' Shanglen, Pishumthong on Sunday, Committee convenor Somorendro Haobijam described as unfortunate that another new RR has been formed overriding the RR formulated by the then Education (S) director N Praveen in 2016.On November 18 last year, a final list of teachers eligible for promotion was prepared but the DPC was postponed.
In this regard, the Manipur High Court ordered for promotion within 3 months, but both the minister and the department con cerned have been refusing to uphold the Court's orders.
Subsequently, the teachers filed a contempt petition against the department on June 15, wherein the Court directed the department to complete the DPC for the promotion by October 17.Thus; he urged the department to follow the court's orders and complete the promotion process within the ongoing month, failing which various agitations will be launched.
Furthermore, the Committee cannot accept the order of the department that says that the promotion will be given to those who score more that 50 percent marks in graduation and have completed BEd.
It is strange for the department to issue such an order when a government order prevents primary teachers from doing BEd.
Thus, GTPDC cannot accept the government order which has modified the DPC order and is not in line with the guidelines and also the sentiments conveyed in the office memorandum, he contended.
