Cabinet decides to set up BUDS cell

The State Government has resolved to set up a BUDS (Banning of Unregulated Deposit Schemes) cell so as to strengthen the Directorate of Institutional Finance.
A Cabinet meeting was held today in the Cabinet Hall of the Chief Minister's Secretariat from 10 am to 2 pm today.
Apart from setting up a BUDS cell, the Cabinet meeting presided by Chief Minister N Biren agreed on re-engagement of an Assistant Director and a UDC in the Directorate of Institutional Finance.
Briefing media persons at his Secretariat North Block office after the Cabinet meeting, Health and Family Welfare Minister Dr Sapam Ranjan pointed out that there are many cases of loss of huge amounts of money in the State due to deposition of money in unregulated or unauthorised institutes.
The State Cabinet resolved to open the BUDS cell in order to avoid such scams and scandals, he said.
After deliberating on strengthening the Directorate of Institutional Finance, the Cabinet gave consent to re-engagement of two posts in the directorate.
The Cabinet meeting also discussed Budget Estimates 2023-24, Revised Estimates 2022-23, Budget at a Glance 2023-24, Manipur Appropriation (No 1) Bill 2023 and Manipur Appropriation (No 2) Bill 2023 .
The meeting agreed on re-engagement of three Superintendents of the Department of Taxes namely; Ph Ajang Kabui, Thongram Brojendro and Elangbam Kamal.
Acquisition of 50 acres for expansion of Sangai Ethnic Park, Moirang Khunou through direct purchase was another decision adopted by the State Cabinet, Dr S Ranjan said.
He also reminded that the Sangai Ethnic Park would be hosting certain events of the G-20 Summit.
The State Cabinet gave consent to renaming of 15 revenue districts of Jiribam district.
The Cabinet meeting decided to give preferences to local people as per Manipur Public Procurement Policy under the Chief Minister's 'Vocal for Local' slogan, Dr S Ranjan said.
Recruitment of 1140 pre-Primary teachers and 500 Graduate teachers under a funding pattern of 90:10 shared between the Central Government and the State Government was another decision adopted at the Cabinet meeting, he said.
The meeting agreed on appointment of Horticulture Assistants and field consultants under MIDH, nine cluster programme managers and clinical service officers under MACS.
Constitution of Kaina Temple board was another decision adopted by the Cabinet meeting.
As per another decision adopted at the Cabinet meeting today, registration should precede any mutation of land under the Manipur Regulation of Sale Deed, Registration of Amendment Rules 2022 .
The Health and Family Welfare Minister conveyed that the State Cabinet agreed on creation of 77 posts for the District Social Welfare Offices of the seven new districts.
The State Cabinet further approved the Vehicles Scrapping Policy and the Manipur Drone Policy, he informed.
As decided at the Cabinet meeting, Executive Engineer, Civil (retired) T Robindro would be re-engaged as project consultant of Eklavya Model Residential School, Controller of Household, Raj Bhavan, E Nilamani would be re-engaged for one year while EE of RD&PR Kh Rajendro would be engaged as EE, MOBEDS on deputation, Dr S Ranjan added.
