'Curfew clamped in 500 mt area of exam centres; shoot at sight ordered'

The Kanglei Yawol Kanna Lup(KYKL), a proscribed armed insurgent group of Manipur, has announced a slew of restrictions with regard to the Higher Secondary School Leaving Certificate Examination, 2010, which is commencing on March 8 and the High School Leaving Certificate Examination, 2010, commencing on March 10. A press statement issued today by Apabi Mangang, Deputy Secretary, Publicity and Research, KYKL informed that the party has taken certain decisions to make both the examinations conduct in the right manner.
The statement further informed that curfew will be imposed in 500 meter areas around all the examination centres from March 8 till 28.Assembly of more than three persons during the curfew period in the said areas will be banned, and any attempt to prepare notes and give the same to the candidates will not be allowed.
Cadres of the party to be deployed to observe the examinations have been given strict orders to shoot anyone violating the restrictions at sight, the statement warned.
The KYKL further appealed to all concerned to follow a five-point restrictions in order to make the examinations conduct in the right manner.
The five-point restrictions are: first, the Council of Higher Secondary Education, Manipur and the Board of Secondary Educatio, Manipur which are conducting the two examinations should make efforts to strictly conduct the examinations fairly.
There shouldn't be any lapse.
Erring examination centres or officials should be punished without any delay, and students who used unfair means must be punished.
Secondly, the KYKL appealed to all the OCs looking after the examination centres to take responsibilities to conduct the examinations fairly.
There shouldn't be any loophole in steps taken to conduct the examinations fairly.
In the third point, the KYKL asked the invigilators of the examinations to be on alert every moment to prevent the candidates from using unfair means.
They shouldn't encourage and help the students in their attempts to use unfair means.
Any student found using unfair means should be expelled immediately.
In the fourth point, the KYKL asserted that all students appearing in the two examinitions should not use unfair means.
Fifth, it further appealed to the parents/guardians, brothers/sisters, relatives and friends of the candidates not to enourage and help them in using unfair means, and also not to run around to give notes to them.
Finally, the KYKL warned that officials of the Council and the Board, OCs and invigilators of examination centres who do not follow the restrictions wll be given appropriate punishment, and any students found using unfair means will be expelled from the examinations.
