Surrender requires at least one FIR: PREPAK-Pro

The proscribed People's Revolutionary Party of Kangleipak Progressive (PREPAK-Pro) has said that the outfit is unrelated with Moirangthem Sanajaoba Meitei (34) and Takhellambam Johnson (32), who were arrested by security forces recently and branded them as members of the outfit.
According to a PREPAK-Pro statement issued by its media coordinator Lanchenba, both Sanajaoba and Johnson may have been arrested to be actors of 'Surrender Drama' but missed out the recent ceremony as surrender requires at least one FIR.
Serving monetary demand to people by acting as revolutionary is mostly done by some police personnel, who do not get regular salary, by using drug addicts and former revolutionaries staying at homes.
Majority of actors in 'Surrender Drama' in the past were picked by police and registered at least one FIR so that they could be produced before the next 'Surrender Drama' after convincing the actors that possessing 'Surrender Card' would get monetary benefit.
There is also report of police deducting some percentage from the honorarium of the 'Surrender Drama' actors for certification and some percentage by the Home Ministry for sanctioning fund.
It is an open secret that some police personnel do 'Ganja' and drug business, collect money, from contractors and involve in contract works.
In higher level, some state leaders collude with their like-minded central leaders to procure fund from the Centre and conduct 'Surrender Drama' festival, the PREPAK-Pro alleged.
The statement further said that influx of people from Bihar to Manipur could be prevented if the huge fund utilised in counter insurgency, Civic Action Programme, Psy-Ops and formation of proxy armed groups were invested in Bihar.
On the government's assurance that no FIR would be registered against surrendered UGs, the outfit said that there is no reason to register FIR against innocent civilians and the assurance indicates that the government is facing headache in registering FIR against innocent civilians after finding no underground related activities against them.
