Dr GS Moirangthem refutes reports on de-recognition of MS degree

Imphal, November 13 2014: Dismissing the news report which appeared in local dailies today wherein it claimed that Medical Council of India (MCI) has derecognized MS (General Surgery) degree certificate of Surgery Department of Regional Institute of Medical Science (RIMS) as per April 2013 and June 19, 2014 assessment reports of the council, Dr GS Moirangthem, HOD, Surgery Department of RIMS has termed the news report as 'untrue' and 'unfounded' .

In his clarification, Dr GS Moirangthem said that there are only eight seats in Surgery Department for pursuing MS (General Surgery) course up to 2009 but Ministry of Health, Government of India added eight more seats in 2010 making the total number of seat to 16 .

While refuting the claim that the additional six seats is not recognized by MCI, he confided that process for giving recognition to the additional seats is underway.

Further negating the report that the quantity of bed filled by patients in the Surgery Department on the day when MCI conducted assessment was 60 percent, he clarified the number of patients coming to the department for treatment was less which is due to the cease work strike launched by nurses during that time, otherwise the rate of bed filled by patients normally used to be around 80-90 percent.

The total number of bed in Surgery Ward is 140 and 14 in SICU.

Most of the seats are filled by patients in most of the times.

There have been instances where patients had to return home due to unavailable of bed in the ward, he elaborated.

Referring to the second report of MCI, he explained that on the day of the assessment, patients kept in SICU of the Department had to be shifted to General ICU as repairing work was going on in SICU during that time.

Saying that he served as an Associate Professor starting from June 6, 2001 to January 31, 2006 and later appointed as Head of GI Surgery Unit, he contended that there is concrete documents to prove his fair appointments.

He clarified that incomplete documents regarding the matter were handed over to the assessment team due to typing error committed by one of his staffs.

Maintaining that general surgery in Surgery Department is done in two tables from Monday to Friday while emergency operation is done every day except second Saturday, he said that only 4-5 patients are operated in each OT table on the day of assessment which is due to the cease work strike of nurses during that period.

A total of 577 major operations have been done during the period of January 2014 up to June.

The operations included 362 routine operations and 215 emergency operations.

The total number of minor operation performed in main OT complex is 1808 while the number of minor operation performed in minor OT of OPD complex is 3452, he said.

He added that Director of RIMS, Prof Ch Arunkumar had sent a written statement to Secretary of Medical Council of India regarding the matter on November 6 last.
