All Tribal Rights Protection Forum Manipur (ATRPFM) submitted a memorandum to Chief Minister Okram Ibobi demanding replacement of Rural Development and Panchayati Raj Chief Engineer and black topping of 28-km long Kamjong to Namphisa road.
The memorandum alleged that the Chief Engineer is unable to discharge his duties efficiently as a head of Department.
His inefficiency has created more rooms for corruption and malpractices in Manipur State Rural Roads Development Agency (MSRRDA) as well, the representation said.
It further alleged that the agency has not executed the assigned works of construction of roads, culverts and retaining walls properly.
The Chief Engineer has also failed to check the works taken up under PMGSY.
In the tendering process of works under PMGSY as well, genuine contractors with high credentials were rejected while bidders with lesser credentials were selected, the memorandum said.
Such malpractices did not happen till Phase-VIl of PMGSY, however, the scheme is now plagued with various irregularities, the memorandum said.
Meanwhile, the work packages under Phase-IX have neither been awarded to successful bidders nor the Department has announced a re-tender even after the lapse of 400 days of issuing notification.
The process has to be completed within 90 days as per , tender manual of PMGSY, the memorandum said.
it also demanded the Government to complete black topping of Kamjong- Nampisha road within this year as bad road condition has posed serious threat to human lives.
Meanwhile, ATRPFM requested the staff of RD&PR and MSRRDA not to visit work sites until the Chief Engineer is replaced.
