State executes 148 NLCPR projects : PR Ministry to grant Rs 135 cr to state next year

Imphal, December 13 2021: Manipur has completed 148 out of 177 projects sanctioned under Non-Lapsable Central Pool of Resources - State (NLCPR - State) scheme since 2017, according to the Ministry of Development of North East Region (DoNER) .

DoNER minister G Kishan Reddy, in a written reply in the Lok Sabha on Monday, said that under Non-Lapsable Central Pool of Resources-State (NLCPR-State) Scheme, 1635 projects worth Rs 16,233.78 crore have been sanctioned in the North Eastern States, out of which 1204 projects worth Rs 9557.20 crore have been completed, while for 431 projects worth Rs 6676.59 crore that are ongoing, the implementation is at various stages.

The NLCPR-State Scheme has since been restructured as North East Special Infrastructure Development Scheme (NESIDS) with effect from December 15, 2017 .

Since then funding under the NLCPR-State scheme is provided only for ongoing projects to meet committed liabilities.

For Manipur, Rs 1857.13 crore was sanctioned for 177 projects out of which 148 projects worth Rs 1078.44 crore have been completed.

The remaining 29 projects with an estimated cost of Rs 778.69 crore are in progress.

Among the northeast states, 140 out of 207 projects have been completed in Arunachal Pradesh, 258 out of 446 projects have been completed in Assam, 69 out of 107 projects have been completed in Meghalaya, 136 out of 159 projects have been completed in Mizoram, 135 out of 170 projects have been completed in Nagaland, 221 out of 247 projects have been completed in Sikkim and 97 out of 122 projects have been completed in Tripura.

In another development, the Union Ministry of Panchayati Raj has finalised grant size for Gram Panchayats for improving own source revenue under 15th Finance Commission.

Under the scheme, Manipur would be getting Rs 135 crore grant in 2022-23.As per statement issued by the ministry, the state will get Rs 135 crore in 2022-23, Rs 137 crore in 2023-24, Rs 145 crore in 2024-25, and Rs 142 crore in 2025-26 .

In 2020-21, the state received Rs 177 crore grant and Rs 131 crore in 2021-22 .

Out of the Rs 131 crore grant for the current year, the Centre has so far released Rs 65.50 crore.

Release of grants under the 15th Finance Commission is subject to submission of utilization certificates/grants transfer certificate for the previous instalments drawn along with compliance of other stipulated conditions by the States.

Funds under the Rashtriya Gram Swaraj Scheme are released to states on the basis of approved plans, submission of requisite documents such as Utilization Certificate, Auditor's Report, etc., and compliance of other directions, as and when issued by Government of India.

Under the 14th Finance Commission for the award period 2015-2020, grants of Rs 2,00,292.20 crore were allocated to the GPs in 26 states which was more than three times the corresponding allocation of 13th Finance Commission.

Under 15th Finance Commission, grants to the tune of Rs 60,750 crore are allocated for the interim period FY 2020-21 and Rs 2,36,805 crore are allocated for the period FY 2021-26 to panchayats in all the three tiers and traditional local bodies and Sixth Schedule areas in 28 states.

The Grants are in two parts, namely, Basic (Untied) Grants and Tied Grants.

The Untied Grants can be utilised for felt needs on 29 subjects enshrined under Schedule XI of the Constitution.

The Tied Grants are to be utilised for the national focus areas of Water and Sanitation.
