School heads asked to rein in students

Imphal, September 22 2022: With incidents of school students in uniform loitering outside their schools during school hours and operating vehicles without valid driving license, the state education (s) department has issued a directive instructing all school authorities and law enforcement agencies to check such activities.

An office memorandum issued in this regard by commissioner Education (S) H Gyan Prakash on Thursday stated that students in school uniforms are seen loitering during school hours in and around places other than their school campuses without proper guidance/school staff, which is not safe for the students.

In addition to their security, it also indicates that the students are not attending classes and are harming themselves by not taking advantage of the knowledge being imparted to them by their teachers in the schools.

Considering these points, the office memorandum instructed school authorities to ensure that all teachers take attendance of students for each period.

Students having attendance below 75 per cent shall not be eligible for any activity in the school including examination.

Non-attendance of the remaining 25 per cent shall be allowed only with leave sanctioned on relevant grounds through an application submitted by the parent.

Each school authority shall issue photo identity card to all students with their relevant details so that the students can be easily identified by their uniform and photo identity cards.

Principal/school authority shall ensure that the students do not leave the school campus during school hours without approval of the principal/head master.

Students shall wear their school uniforms along with school photo identity cards while they are in school and for other school related activities.

Principal/head master should contact the parents of any student in case any student is not following the guidelines.

All teaching and non-teaching staff shall remain within their school premises during school hours, the office memorandum said.

It further observed that school students are usually below 18 years of age and are ineligible to operate (driving) motor vehicles and as such they are using these vehicles without valid driving licences.

It then urged the police department to invariably check for licences of all such students seen operating motor vehicles in school uniforms.
