Convene emergency session, penalise separatist MLAs: Joy

While urging the Speaker of Manipur Leg-islative Assembly to place responses of the 10 Kuki MLAs with regard to the show cause notices served to them for demanding a separate administration, in the .public domain, veteran politician Okram Joy de-manded for convening an emergency session of the state Assembly to award be-fitting punishment against the 10 separatist MLAs.
Addressing the media at Manipur Press Club here Monday, 0 Joy said that af-ter the 10 Kuki MLAs made their separate administra-tion demand on May 15, the violence further escalat-ed with the involvement of insurgents/militants.
Subsequently, on May 18, in accordance with the rules of the House, a complaint was filed seeking action against the 10 MLAS, fol-lowing which the show cause notices were issued to the MLAs, urging them to give an explanation by June 16.As 20-25 days have passed, it must be made known to the people whether the 10 MLAs have responded to the notice as well as the contents of their response, if any.
The MLAs had taken an oath under the Constitution to safeguard the integrity of the state when joining the Assembly.
However, it is unfortunate that the MLAs are keen to disintegrate the state, which is equally im-possible to follow through, he remarked.
Joy continued that the Legislative Assembly, which is one of the most respected institutions, must never be made a mockery of.
Accord-ing to Article 363 of the In-dian Constitution, the MLAs demanding separate admin-istration cannot approach the court for non-fulfilment of their demand, as this is a step to be taken after a po-litical decision.
The Manipur Legislative Assembly will be the one to decide whether the demands of the 10 MLAs is right or wrong.
However, it is extremely unfortunate that to make this demand a reality, for-eign militants have been called into the state and violence is being commit-ted against the civilians.
Amid this, the central forces deployed to protect the civilians have forgotten their duties and are working against the people.
Thus, the central government must make it clear what their true intention is, Joy said, while stating that it is extremely embarrassing to witness the 10 MLAs, who have taken oath to protect the state, scheming for its disintegration.
