Leaders of 10 political parties including former CLP leader O Ibobi and supporters who took part in rally were halted by police at Kangla western gate.
They tried to continue the rally stating that it was a democratic one and meant for submitting a memorandum to the Governor only, while the police continued to obstruct the rallyists.

Later, 15 representatives of political parties were allowed till the Raj Bhawan gate where the memorandum was handed over to under secretary to the Governor as she (Governor) was out of station at that time.
Speaking in this regard, O Ibobi enquired whether there is still democracy in the state or is there a dictatorial rule in Manipur.
There is also the need to arise the question whether an undeclared emergency has been imposed by the BJP led government in the state.
No one will accept silencing voices of the people in a democratic country, he continued, while asserting that 10 like-minded political parties will never accept the dictatorial rule in Manipur.
How can one trust the government when it could not hnd out the truth about the abduction and killing of two students despite the technological advancement, Ibobi posed, while further questioning the failure of the government to end the conflict raging for over five months.
Denouncing brutal crackdown by security personnel on unarmed students, who were protesting against killing of two students, he also condemned the inhumane acts of beating up womenfolk and restricting media from covering news by security forces on Friday at Sabungkhok Khunou.
Chipping in, Dr Nimaichand Luwang said that the memorandum was submitted to the Governor demanding restoration of peace and normalcy in the state and handing over of the lifeless bodies of the two students.
