Imphal, December 07 2023: The proscribed Revolutionary People's Front (RPF) has expressed deepest respect and condolences to the victims of Leithao Massacre of December 4, 2023 .

Konjengbam Meghabanta Meetei (47) s/o K Bimolchandra of Sagolband Nepra Menjor Leikai, Ningthoujam Tomba Meetei (24) s/o N Shyam of Kumbi Salam Konjil Part-2, Oinam Loken Meetei (25) s/o late O Shyamkeshor Meetei of Sagolband Nepra Menjor Leikai, Thingam Rocky Meetei (25) s/o Th Tomba of Torbung Bazar Mamang Leikai, Chingakham Nethei alias Roshan Meetei (17) s/o Ch Surchandra of Andro Tarungthel, Phanjoubam Noren alias Leibakngakpa Meetei (17) s/o Ph Dhanachandra of Andro Tarungthel, Mayengbam Rosan Meetei (25) s/o M Thoiba of Wangbal Lamboithong, Moirangthem Kingson Meetei (39) s/o M King Kong of Khurai Puthiba Leikai, Chongtham Lamdainganba alias Chingu alias Ibungo Meetei (23) s/o Ch Manihar Meetei of Sabungkhok Khunou Awang Leikai, Sougaijam Krisnakanta Meetei (20) s/o S Surchan Meetei of Kakching Turel Wangma Ningthem Pareng Leikai, Meisnam Sanajaoba (22) s/o M Shyamkanhai Meetei of Yairipok Kakmayai Leikai, Pheiroijam Malemnganba (18) s/o Ph Manglem of Irengban Hawailou Laimaya and Laishram Arun alias Sanathoi (17) s/o L Ibohal of Khoidum Makha Leikai were killed in the Leithao Massacre.

The 13 men were travelling unarmed to join RPF and undergo training to become PLA cadres, according to a statement issued by the outfit's Deputy Secretary, Publicity Roben Khuman.

The 13 men, many of whom were teenagers, serving as village defence volunteers, joined PLA as they were strongly opposed to the Government of India's communal policies and convinced that Manipur can never exist in peace until and unless its sovereignty is restored, it said.

The 13 patriots who were travelling unarmed to join the liberation movement but were captured by a combined team of Indian military forces and Kuki mercenaries who are allegedly supported by the Indian military with cash and logistics, alleged the outfit.

The combined force of Indian military forces and Kuki mercenaries, after capturing the unarmed men, subjected them to inhuman torture before they were massacred in cold blood, it alleged.

The massacre was abominably inhuman and one of the most brutal acts of terrorism.

To the RPF which signed and has been strictly abiding by the Common Article 3 of the Geneva Convention 1949 and its Additional Protocols, the particular massacre was a war crime which deserves punishment by the International Court of Justice (ICJ), it said.

The Government of India has been using Kuki mercenaries as soldiers of their proxy war against revolutionary groups which are refusing to hold dialogue with New Delhi.

The Government of India created the Kuki Boys Commando in the 1980s and these Kuki mercenaries were used in fighting the Naga revolutionary movement, and it resulted in the Naga-Kuki clash in 1993, the outfit alleged.

After creating Kuki groups, the Government of India has been encouraging these Kuki groups to demand Kuki homeland.

As a result, violent clashes broke out between Kukis and Nagas, Kukis and Paites, and Kukis and Hmars.

Now Manipur is witnessing a violent conflict between Kukis and Meiteis as another outcome of the Government of India's same policy, it said.

All the people across the world ought to condemn such proxy wars of India as well as those elements who have been taking part in these proxy wars.

People ought to petition the International Criminal Court against such proxy wars, the outfit asserted.

Even though India sees the Leithao Massacre as a big success, the whole world now knows that New Delhi has been waging a proxy war using Kuki mercenaries, it alleged.

This would be a serious setback to the Government of India's lobby to get a permanent seat in the United Nations Security Council, it added.

Taking side and supporting a particular community, the Government of India has been scheming continuously to unleash a war of genocide and ethnic cleansing, it alleged.

Those people who have been challenging such policies and fighting valiantly to wrest back the freedom of Manipur are all real sons of the soil, the outfit asserted.

The boundary of Manipur drawn with blood must be re-drawn with blood and there are a number of youngsters who understand this reality very well, it said.

The Government of India has been scheming continuously to fragment Manipur and ignite violent clashes among the different communities.

This is one aspect of Chanakya Niti, the outfit remarked.

It said that RPF is indebted to all those brave mothers who are gutsy enough to send their beloved sons to wars.

As taught by the brave mothers, the war of liberation must be fought collectively.

Those people who do not see any communal difference and understand that the protracted violence is a proxy war of India do not undertake any offensive against any other community except defending themselves.

Even if civilians were captured, they were protected and handed over to their own people safely.

However, the 13 unarmed new recruits of RPF who have been staying away from the communal conflict were massacred after capturing them, it said.

The outfit pledged that they would never allow the blood shed by revolutionary martyrs to protect the freedom of Manipur go waste.

"The Indian military forces came to Manipur for their salary and we are fighting to free our motherland from bondage" the outfit asserted and added that they would carry on the struggle until the lost sovereignty of Manipur is restored.

It is only natural for revolutionary movements to suffer ups and downs.

The revolutionary movement of Manipur has taken a new direction towards victory, it claimed.

On seeing how the Government of India and its military forces have been acting in the backdrop of the series of events which unfolded since May 3, 2023, people have realised that India does not share any love with Manipur and her people.

They are only working to annihilate all the indigenous people and fully Indianise Manipur, it alleged.

"Our people have realised that India will never protect us", it said.

All the 13 martyrs massacred at Leithao were patriots who were dedicated to the cause of the people and the party and yearned to live in freedom, it said.

The outfit further conveyed that condolence services have been held over the martyrdom of the 13 compatriots at the party's units, departments and stations.

RPF and PLA also conveyed solidarity to all the bereaved families, relatives and friends.
