JCILPS spells out 'illegal' issuance of driving license to outsiders

At a time when collective demand for enforcement of Inner Line Permit System in the State is on, some officers of state government are issuing identification documents in the form of driving licenses to the outsiders in their own interests.
Addressing a press meet at the office of JCILPS located at Nongmeibung in Imphal East today, BK Moirangcha, co-convener of the committee confided that some non-locals were found possessing identification documents issued illegally by some government officials during its ongoing survey which had started from October 11 to identify outsiders staying in different parts of the State.
Considering the mass influx of outsiders into the state which has posed a serious threat to the indigenous people, such handiworks of certain officials of the government is against the people of Manipur, he said.
He alleged that issuance of driving license to non-locals are mainly done by officers of Thoubal Transport Authority and Bishnupur Transport Authority for the sake of their own goods which is a serious concern and charged that similar conduct is also going on in Ukhrul and Senapati district as well.
Disclosing that even non-locals laborers staying in Thangal Bazar and other parts of the city are possessing driving license issued by transport authorities of Thoubal and Bishnupur which is illegal, he urged the government to investigate the matter at the earliest before it went out of control.
Above all, politicians for their own sake are using non-locals as vote bank by enrolling names of non-locals in voter lists.
Such practice should be stopped immediately as it would further aggravate the problem of the rampant influx of outsiders into the State; the co-convener pointed out.
Contending that the committee had come across Blue Hills bus no 4574 transporting 30 non-locals on October 12 at around 6.30 pm and Royal Rajdhani bus no MN04-2278 transporting 40 non-locals on October 24 against the agreement reached earlier with the committee, he asked owners of the buses including concerned authorities of transport association to appear before the office of the committee within November 2 to settle the matter.
He reiterated that implementation of Inner Line Permit System would not discriminate non-locals staying in the State instead the system would only monitor the ever increasing influx of outsiders and made a fervent appeal to Home Department to intervene into the matter of issuing of identification documents to non-locals illegally.
Citing that there are outsiders without valid documents who are hiding from the public, he said it is better them to come out openly.
