CM seeks support to end crisis, develop state

Bishnupur, January 07 2024: Chief minister N Biren Singh launched the College Fagathansi Mission at a function held at Moirang College, Bishnupur district on Saturday and inaugurated various development projects taken up in Moirang assembly constituency.

The CM also laid the foundation stones for development of football ground with natural grass at Moirang Kangjeibung Lampak; construction of Type-II Quarters at Phougakchao Ikhai police station under SACI 2023-24, prefabricated structures for accommodation of the Central Armed Police Forces (CAPF) at Moirang under SRE (NE), Type-IV, III and II Quarters at Moirang police station under SACI 2023-24, 10-bedded Integrated AYUSH Hospital at Moirang, Kasturba Gandhi Balika Vidyalaya (KGBV), Thamnapokpi, Block Public Health Unit (BPHU) at CHC Moirang, PHSC Ngangkhalawai, OPD, casualty block, ward and IPD blocks for CHC Moirang, 20-bedded paediatric ward at CHC Moirang, football field with RCC gallery at Moirang local ground under Khelo India Scheme; and development of INA Martyrs' War Memorial Complex, Moirang (Museum Component & Auditorium Component).

Addressing the gathering, CM Biren revealed that from 2006 to 2018, 996 villages have been newly established in hill districts which cannot be overlooked as non-locals are acting as owners in absence of real owners.

Nobody wanted the prevail ing crisis to happen and no one knew it will occur.

Places and items with historical significance should be guarded, he stressed.

N Biren also asserted that neither an inch of Manipur's land will be surrendered nor shall he remain as silent spectator to the ongoing crisis.

Stating that 34 communities residing in the state stand united, he maintained that the government has been taking up all possible efforts for the betterment of the people affected by the ongoing conflict and sought support and cooperation of the public in the government's initiatives towards restoration of peace.

The CM also maintained that top priority is being given to health and education sector since the formation of his government in 2017 and underscored that the School Fagathansi Mission was launched to provide better school education in government schools as everyone, irrespective of their income, wants to get their wards admitted in good schools.

He continued that 60 schools, on'e from each assembly constituency shortlisted under the School Fagathansi Mission to develop the infrastructure in the first phase.

Later, another 60 schools were covered, making a total of 120 schools.

N Biren further stated that with the successful implementation of the mission, the state had witnessed toppers from government schools in arts and commerce stream and noted that many are finding it hard to get admission in government schools subsequent to development of infrastructure.

He, then, informed that another 120 schools would be covered under the School Fagathansi Mission 2.0 .

Regarding the newly launched College Fagathansi Mission, the CM informed that the mission had been taken up to develop infrastructures of colleges and provide better higher education facilities as a follow up to School Fagathansi Mission.

Stating that altogether 24 colleges have been taken up under the mission, he added that infrastructure facilities will be developed with a cost of Rs 2.5 crore in each college.

Stressing the importance of education, he stated that with proper education, everyone would know the importance of preserving reserve forest which is important for mitigating environment degradation, provision contained in the Forest Act and the Indian Constitution.

N Biren also informed that the construction of the Water Supply Scheme at.Kwakta would be completed and made operational soon.

He added that an open gym would be constructed at Moirang and an Ima Market built at Kwakta.

Concluding his speech, N Biren asked the public to avail the benefits of new welfare schemes taken up by the government and thanked the people for the warm welcome accorded by them on his visit.

Speaking on the occasion, education minister Th Basanta Kumar informed that the National Education Policy 2020 contains innovative ideas and vision of making India as one of the developed countries.

He continued that the state government under the leadership of CM N Biren had introduced the School Fagathansi Mission in 2019 to provide better infrastructures and facilities in government schools.

With the implementation of the mission, government schools can now bring out toppers in arts and commerce streams thereby signifying success of the mission, he added.

The minister also elaborated that the College Fagathansi Mission had been launched to develop infrastructure and address shortage of teaching and non-teaching staff.

Stating that 24 colleges would be covered in the first phase, he continued that arrangements w7ould be made for improvement of infrastructures of other colleges too under Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) for which proposals had been sent to the central government.

During the programme, the CM handed over work orders to principals of Moirang College.

Oriental College and Imphal College under the College Fagathansi Mission.

He also distributed financial incentives of Rs 10,000 and smart phones to 10 beneficiary students under 'Cheingak Khonghou-Supporting the Journey'.

Three publications under Directorate of University and Higher Education were also released at the event.

Forest and environment minister Th Biswajit, works minister Govindas Konthoujam, water resource minister Awangbow Newmai, transport minister Khashim Vashum, MLAs Th Arunkumar, Th Shanti, Irengbam Nalini Devi, L Rameshwor, Leishiyo Keishing, Loktak Development Authority chairman M Asnikumar, chief secretary Dr Vineet Joshi, senior government officials, principals of colleges and students also attended the programme among others.
