Non-locals issued residential certificates : JCILPS

Pointing out that many non-locals were issued residential certificates and driving licenses unwarrantedly, the Joint Committee on Inner Line Permit System (JCILPS) has appealed to all concerned to stop issuing identity proof to non-locals and stop enlisting them in voters' lists.
Speaking to reporters today at its office, co-convener of JCILPS, BK Moirangcha said the committee, with an attempt to identify migrants population in the State, conducted a survey from Oct 11 .
It has come to light that many non-locals have been issued identity proof by chairpersons of Nagar Panchayats, SDC (Imphal West), IMC, Oath Commissioner and Transport Department of Senapati, Ukhrul, Thoubal and Bishnupur districts.
Although some non-locals hold voter's ID card, their names are not found in the list of the particular constituencies.

Some hold voters' ID card issued by the Election Commission without household number and family members, BK Moirangcha said.
Non-local labourers working in Imphal City areas are holding driving licenses issued by the DTOs of Thoubal, Bishnupur, Senapati and Ukhrul, he pointed out.
Saying that there are some middlemen who are making money in arranging driving license for the non-locals, BK Moirangcha said the non-locals have also used the DLs as their identity proof while drawing the attention of the State Home Minister on the matter.
He also urged all concerned to immediately stop using non-locals as vote bank by enlisting them in the voters' lists particularly in Sagolband, Thangmeiband ACs.
The JCILPS also expressed strong resentment over the continued transportation of non-locals into the State through the National Highways by transporters despite an agreement with the transporters' association to stop transporting them.
BK Moirangcha said 35 non-locals were transported in an Inter-State bus (No 4574) on Oct 12.Forty non-locals were transported in another bus (MN-04-2278) on Oct 24 .
He informed the drivers of the buses and representatives of the Transporters' Association to report to the JCILPS office within Nov 2 .
Affirming that the Committee would carry on the verification drive in collaboration with local clubs and meira paibi associations, BK Moirangcha appealed to non-locals to extend maximum cooperation without harbouring any fear.
