Imphal, July 09 2009: The inquiry being conducted by IG (Law and Order-I) M Karnajit into the incident of killing Loitongbam Satish alias Tomba during an alleged encounter with a combined force of Thoubal District Police Commandos and 23 Assam Rifles is not yet completed but justice would be done, Chief Minister O Ibobi Singh assured the Assembly today.

In response to a question raised by MLA O Joy of MPP who demanded to know whether the report of the inquiry which was to be submitted within a month had been submitted to the Government or not during the question hour of the Assembly today, the Chief Minister who is also in-charge of Home explained that though the inquiry was to be completed within a month, prevailing law and order situation and cross examination of the personnel has taken more time.

Nonetheless, he assured that appropriate action would be taken up against the culprits once the investigation is over and its reported submitted to the Government.

When the Chief Minister pointed out that the DGP had already written to the family members of Satish informing that five Commando personnel of Thoubal District Police who are involved in the killing have been suspended, Joy interjected and demanded to know whether the Assam Rifles had been requisitioned by the SP or the Thoubal Police Commandos have responded to the call of the Assam Rifles for the operation.

How could Thoubal Police Commandos whose jurisdiction is confined only to Thoubal district crossed over to Imphal East district ?, he questioned.

To this the Chief Minister replied that security personnel can rushed in to an area for operation on receipt of specific information first and report the matter afterward.

In the ongoing counter insurgency operation, the Assam Rifles, the BSF, etc work in collaboration with the police, he added.

Supplementing the question, MLA RK Anand, also of MPP, informed the House that Gunindro who had been arrested along with Satish but released afterward is still hiding in fear as the Assam Rifles has warned him to be killed if be revealed the truth and demanded to know why action had not been taken up against the Assam Rifles in this connection.

The Chief Minister responded that Gunindro had been released from the custody of Assam Rifles after be personally contacted the DGP and counter-questioned who had seen or heard the Assam Rifles threatening Gunindro.

Firing incident at Wino Bazar: Properties worth Rs 9.82 crores is estimated to have been destroyed in the devastating fire at Wino Bazar, Ukhrul and the Cabinet has discussed a rehabilitation plan of the Government for the fire victims though no definite decision has been taken in this regard as it would require more detailed discussion, the Chief Minister said in response to a question raised by MLA Wungnaoshang Keishing.

6th Pay Commission: The recommendations of the Central 6th Pay Commission would be made available to the employees and pensioners of the Government of Manipur.

But as it would require a huge amount of money, efforts are being made to prevail upon the 13th Finance Commission to bear the cost and it is difficult to say from which month the 6th Pay would be implemented, the Chief Minister who is also in-charge of Finance said in response to a question asked by MLA Dr I Ibohalbi.

Arrangement for Rehabilitation: Steps have been taken up for setting up of a residential school at Jiribam with funding from the Non-Lapsable Central Pool of Resources for the children of the families affected by drug and insurgency, the Chief Minister said in response a question of MLA Dr Ng Bijoy.

SBI Chakpikarong Branch: SBI Chakpikarong Branch has been closed down following monetary demands from suspected underground activists and necessary measures are being taken up for reopening of the Branch, the Chief Minister said, while responding to a question asked by MLA Morung Makunga.
