Manipur Legislative Assembly was rocked today when Opposition Members brought up the issue of the brutal killing of special contractor Yengkhom Krishnadas after taking a ransom of Rs 25 lakh in a call attention motion.
Moving the motion, Opposition leader, Radhabinod Koijam of NCP elaborately spoke on the incident of abduction of the contractor.
He expressed doubt on the involvement of law enforcing agencies and political hand in the murder of the special contractor.
He said, Krishnadas was abducted by four to five persons armed with "Rambo knife" who barged into the parental home of his wife located at Thangmeiband Khongdram Selungba Leikai, where he was staying, on the night of June 10 last.
He was forcibly taken away in a van after shooting and injuring his leg when he struggled with the abductors.
Instead of releasing him unharmed, even after taking a ransom of Rs 25 lakh paid by the family, he was murdered in the most inhuman manner, and the dead body was abandoned near a water supply scheme at Lilong hill.
Following the disclosure made by Ashalata, who allegedly received the ransom amount from the family of the deceased, under trial prisoner Thokchom Nando and others were arrested by the police one after another.
The Opposition leader further said that despite arrest of so many people, the government has not been able to find out the motive behind the murder.
This has made people suspect of government's hand behind the murder.
Apart from this, the question of some UTPs of Sajiwa jail having been involved in the case has brought up many questions among the people as to whether the jail has become the headquarters of criminal activities, the senior Oppostion MLA said.
He wanted to know, how the UTP, Nando got mobile phone and also the report of jail wardens being used by the inmates in buying their cigarettes and other materials.
This needs to be investigated, Radhabinod asserted.
He said, as there have been talks among the people about suspected political and police hand in the killing of Krishnadas even after taking a huge amount of money, the government must establish the motive behind the murder, he insisted.
Taking part in the call attention motion, O Joy of MPP also observed that there could be political and police hand behind the murder, and insisted the Home Minister to find out the motive behind the murder.
He also observed that the alleged involvement of a under trial prisoners in the murder case showed that the murder is not a normal case of kidnapping for ransom.
Unable to find out the real culprits behind the murder of Krishnadas till date has shown the weakness of the state police and government need to look on the angle of involvement of employees serving in the jail in taking share from the ransom amount taken after kidnapping people.
If government does not take up steps to check such kinds of crimes on time which inmates of the jail involved, such crime will repeatedly occurred in the state,
Joy observed.
Chief minister, O Ibobi Singh who is also holding the home portfolio in reply to the call attention motion raised by the opposition said that police investigation into the case is in good progress and assured deliver of justice into the case.
There is no question of not taking care in this matter, hectic enquiry is going on.
However, whether the killing was a conspiracy one or for the sack of ransom could be known only after the investigation is completed, he observed.
Those persons arrested by police in connection with the case will get punishment as per ruling of the court.
The duty of the government and police is only to arrest persons involved in the crime.
UTP Thokchom Nando was re-arrested by the police based on the disclosure made by Seram Ashalata who admitted receiving the money from the family of Krishnadas.
Based on the disclosure made by Nando, four persons have also arrested by the police and in the police custody.
Government also detained them under NSA.
They were Laishram Gunamai (27) son of Rajen of Kongba Kshetri Leikai, Ningthoujam Jiten alias Chaoba of Kairenphabi currently residing at Lamphel Super Market, Khuraijam Lakpa alias Nanao of Kongpal Khaithem Leikai, Mujebur Rehman of Lilong Turel Ahanbi.
However, another wanted man, Md Islamuddin, brother of Mujebur Rehman is at large.
Police is searching for his whereabouts, Ibobi said.
The chief minister further said that Krishnadas had been killed for ransom.
But government will look into political and police hand behind the murder.
Interrogation to the arrested persons is going on and after completion truth will be established by the police, he said.
The chief minister further said that owing to the prevailing law and order situation, deployment of unarmed personnel in the jail sometimes face problem.
But they will be replaced by armed security personnel at the earliest.
Mobile jammer devices will also be installed at Shajiwa jail to control use of mobile in the hail.
