BSEM chairman's appointment

Joint Students' Coordination Committee has ridiculed the Government of Manipur's decision to appoint an IPS officer as the Chairman of Board of Secondary education, Manipur.
Speaking to newspersons at the Kangleipak Students' Association office today, Committee convenor L Umakanta said appointment of SP (Central Motor Transport) P Dhanakumar to fill in the vacant post of Chairman BSEM was not only most unexpected but also a ridiculous move and violation of norms.
Pointing out that prescribed norms for such appointment clearly suggest that candidate concerned must have been on deputation for atleast five years in the Directorate of Education (Schools) in addition to service at the Board for the same number of years, he said in case one had served in college as a teacher he/she is also eligible for appointment as the Board Chairman.
Asserting that an individual not from the academic field holding such an important office had never happened before, Umakanta opined that Dhanakumar's appointment is unlikely to bring about positive change in the controversy-riddled education sector.
Asking the Government whether any official notification was issued with regard to filling-up the vacant post of Board Chairman, he suggested that prescribed norms should be effectively implemented and followed rather than effect appointment without any relevance to the State's education policy.
Further demanding that only an individual with academic background should be allowed to hold the office of Board Chairman, Umakanta opined that the goal of making education a vibrant sector would be compromised due to appointment of an individual who had served in the armed force.
Umakanta also demanded that authorities concerned initiate appropriate measures to ensure availability of school text-books for the next session by December.
