Include ex-pradhan in Panchayat panel: Forum

Zilla Parishad Forum, Manipur has appealed for including ex ZP pradhans in the formation of administrative committee by DC in every panchayat.
In a release, Zilla Parishad Forum, Manipur publicity secretary Md Tayeb Ali urged the chief minister and the PR & RD minister to release pending wages of 56 days of work as liability in 2021 by ZP Pradhan and ward members elected in 5th Panchayat election so as to ensure respect of the state government.
He recalled that the recent cabinet meeting appointed six DCs as administrators for Zilla Parishad constituency for six months and urged to include ex-ZP pradhans, who got elected in the 5th Panchayat election but the government failed to release their funds despite completion of their works, in the administrative committee to be formed by DC in every panchayat.
If the DC selected people who are not familiar with Panchayat in the committee at the behest of others, then the forum is prepared to move to court in accordance with Manipur Panchayat Raj Act, 1994, he cautioned.
Similar to the appointment of former elected councillors and ADC chairmen as caretaker by the government, Tayeb Ali said that inclusion of ex - ZP pradhans in the committee for six months would be a humane act.
He also urged the DCs to form the committing with strict adherence to existing Act and ru les.
Tayeb Ali maintained that despite the lapse of tenure of ZP and pradhan, people have been coming for issuance of various certificates and government forms including residential certificates.
Despite giving clarification that their tenure has expired, people insisted on simply putting their signatures and issuing the certificates stating that they will request for approval from the authorities and, thus, even certificates were given after informing the department.
So, in view of this situation, Jie appealed to the chief minister foe inclusion of ex-ZP pradhan in the committee so as to clear any misunderstanding.
If ZP pradhans are not to be included in the committee, then the pending liability should be released before the formation of the committee, he demanded.
Drawing the attention of the CM, RD minister and DCs concerned, he maintained that forming of new committee before releasing the funds will cause huge confusion in Panchayat and will eventually create conflict.
