DESAM has denounced the inaction and silence of Social Welfare Director L Ibobi on his own assurance for a departmental enquiry into the alleged repeated rape of a minor girl student of Government Ideal Blind School, Takyelpat.
The student body has also demanded resignation of Social Welfare Minister AK Mirabai on moral ground.
DESAM secretary general P Premchandra said that Social Welfare Director L Ibobi declared to keep the rape accused Chowkidar Him Thapa under suspension and also to institute a departmental enquiry against him after the alleged rape incident was reported to the school Headmistress and the Superintendent.
But even after two months, no enquiry has been conducted and it appeared that the concerned authority wishes to sweep the matter under carpet.
By maintaining stoic silence, the department has been manifesting its sheer irresponsibility.
The silence is also another indication that neither the Social Welfare Minister nor the Director has any empathy for disabled persons, Premchandra said.
Social Welfare Minister Mirabai should resign on moral ground.
Questioning as to why the department has not been conducting any enquiry against Him Thapa, Premchandra said that they would take the matter to the Home Minister.
Meanwhile, a team of DESAM went to the school and they found it in complete disarray.
The school management system has failed and students were denied diet allowance of Rs 25 per day since a long time back.
There are 87 blind students in the school but the warden who should look after the students have poor eye sight.
As such, there is a need to appoint a qualified warden, Premchandra added.
