Imphal, February 18 2015:
While demanding the authorities concerned for release of their pending salaries at the earliest possible time, the Council of Teachers' Association (COTA) on Wednesday said that updation of Manipur Government Employees' List (MGEL) cannot be a reason for non-release of salaries of teachers who have been transferred, rationalized or promoted.
According to a statement of COTA, the Guwahati High Court's case No.W.P(c) No.114 of 2011 clearly stated that any teacher's salary who is transferred, rationalized or promoted should be counted from the date of issue of the government order, and the salary of an employee is 'Right to Life' and withholding of an employee's salary is contempt of Article 309 of the Indian Constitution.
A general meeting of COTA held at Keishampat Lairembi Community Hall on February 13 discussed the issues pertaining to withholding of the teachers' salaries, the statement added.
