Conflict in AMSU, panels dissolved, office locked

Conflict hit All Manipur Students' Union (AMSU), the oldest students' body of the state, resulting in a tense situation in the union's head office located inside DM University campus, Thangmeiband on Saturday.
A special general body meeting was convened on Saturday and dissolved the incumbent executive council and advisory committee on charge of violating the Union's rules and carrying out activities which could affect the image and sanctity of the Union.
According to AMSU Manipur University Human Resource Development Committee former chairman Robindro Laishram, the special general body meeting chaired by former HRD secretary of the union Pebam Bruce took note of the fact that the incumbent president of AMSU HQ is found serving as a lecturer in a government aided college namely Naorem Birahari (NB) College, Khundrakpam.
Taking the matter seriously, the meeting resolved not to allow government employees to hold any post of the union.
Besides, the incumbent president was expelled from the union following his uncivilised conduct in August 2017 while he was the general secretary of the executive council of 2017-2019.Since then, no resolution was passed to induct him into the union's membership, which makes his presidency invalid.
As a result, the special genera body removed him from the post of the president of AMSU HQ.
The meeting also observed that the incumbent vice-president of AMSU HQ does not meet minimum qualification to hold the post.
As per the union's Election Rules: Mode of Election, Rule No 9 - Qualification of the candidate (b), the minimum qualification to hold the post of president, vice-president and secretary general is graduation.
However, the incumbent VP cleared HSE in 2021 as private candidate and has not completed graduation.
Consequently, he was also removed from the post by the general body meeting.
On the other hand, the general body meeting took note of how the incumbent secretary general demoralise the union's members with his unconstitutional activities and autocratic nature.
He was charged with dissolving district committees overnight, expelling members without following necessary steps, inability to manage the organisation among others, and was relieved from his post.
The meeting also decried the other members of the executive council as well as the advisory council for remaining silent over these issues, stating that their silence will demoralise the organisation.
Consequently, the incumbent executive council and advisory committee for 2021-23 have been dissolved with immediate effect.
A 15-member ad-hoc executive council and a two-member ad-hoc advisory committee were formed as interim measure during the Saturday's special GBM while declaring that all the letterheads, seals and official documents used by the dissolved council will be rendered invalid with immediate.
The ad-hoc bodies will continue to monitor and conduct the Union's internal and external activities and issues until a full-fledged executive council and advisory committee are formed by conducting fresh election, Robindro said.
Meanwhile, police have locked the AMSU HQ office to prevent violent incidents following the development.
Police source said that there is restriction on large gathering of people, which may turn violent, in Imphal West district under CrPC 144.Keeping in view of the volatile situation, the AMSU HQ office has been sealed and nobody will be allowed to enter the office until further notice, the source added.
