'Disabled persons in State deprived of basic rights, provisions'

As disabled persons in the State are deprived of their basic rights and provisions due to alleged failure on part of the government to implement it, disabled persons including their family members are heartbroken, said Y Ibecha, secretary of All Manipur Handicapped Persons' Welfare Organization, Mongsangei, Imphal West.
Addressing a press meet at Manipur Press Club here today, Y Ibecha further said that disabled persons in other States are enjoying supportive mechanisms under certain legislative acts but there are no such mechanisms for welfare of disabled persons in the State except few facilities in Blind School.
She lamented that many disabled persons who have received gold medals in different sports events both in national and international level are now showing reluctance to participate in sports events further owing to failure of the government to honor and encourage them.
Reiterating that Social Justice Minister Thawachal Ghelot on December 3 last had announced that a Sports Academy for disabled persons will be set up, she expressed hope that talented disabled persons in the State would be benefitted from the academy.
Persons with Disability Act, 1995; National Trust Act, 1999; World Health Mental Act; United Nations Convention on Rights of Persons with Disability; Protection of Rights to Full Participation Act are some of the provisions availed in the country for welfare of disabled persons but the government has failed to avail such provisions in the State so far, she pointed out.
