Govindaji Temple Bill withheld

Out of the six Bills passed by the Manipur Legislative Assembly in its previous session, four have been given the Governor's mandatory consent while two including the Shri Shri Govindaji Temple (Third Amendment) Bill 2014 have been disapproved.
During the 9th session of the 10th Manipur Legislative Assembly which held its first sitting today, Manipur Legislative Assembly Secretary Akoijam Tiken gave a presentation on the status of the Bills passed by the Assembly in its previous session.
The Secretary read out that the Governor has been pleased to withhold his assent earlier given to the Shri Shri Govindaji Temple (Third Amendment) Bill 2014 .
The Manipur Protection of Depositors (In Financial Establishments) Bill 2012 has been disapproved by the Governor, Tiken informed the House.
The four Bills which have been given assent by the Governor are the Manipur Appropriation (No 3) Bill 2014, the Salaries and Allowances of Members of the Legislative Assembly (Manipur) 20th Amendment Bill 2014, the Salaries and Allowances of Ministers (Manipur) 12th Amendment Bill 2014 and the Manipur Conservation of Paddy Land Wetland Bill 2014 .
Earlier in the morning, the first day of the 9th session of the 10th Manipur Legislative Assembly was opened with an obituary reference to late MLA Maibam Kunjo.
The House Members observed two minutes' silence in honour of the departed soul.
Giving the obituary reference, Chief Minister O Ibobi stated that the sudden demise of Maibam Kunjo is a big loss for the whole State.
Maibam Kunjo was first elected to the Manipur Legislative Assembly on MPP ticket in 1974 from 38-Hiyanglam Assembly Constituency.
He was elected for the second time in 1995 as a Janata Dal MLA and went on to become the Minister of RD&PR, Veterinary and Animal Husbandry and DIPR.
It was on MSCP ticket Kunjo was elected for the third time.
The last he was elected to the Manipur Legislative Assembly was on All India Trinamool Congress ticket.
Hailing late Maibam Kunjo as a dedicated social worker, Ibobi prayed that the departed soul may rest in peace in heavenly abode.
He also conveyed solidarity to the bereaved family.
MLA Dr Ibohalbi said that Kunjo's expiry was a tragedy.
He was a resourceful advisor for AITC Manipur State unit.
MLA Th Shyamkumar too conveyed solidarity to the bereaved family.
Speaker Th Lokeshwar also paid homage to late Maibam Kunjo.
Commerce and Industries Minister Govindas Konthoujam, MLA Kh Joykisan, MLA K Shyam and MLA E Dwijamani also condoled the demise of Kunjo.
Later, Chief Minister O Ibobi tabled a four-point paper on the Joint Electricity Regulatory Commission for Manipur and Mizoram.
Then he presented and moved for due approval of the House to the 11th Report of the Business Advisory Committee, 2014 .
