NH-2 repair work likely to be put on hold

The work 'periodic Renewal' for the year 2014-15 from km 323.33 to km 326.66 (total length 3.30 km) on National Highway-39 (Imphal-Moreh section, now NH-2) under NH Division II in Manipur may be put on hold immediately, according to a direction from the Ministry of Road Transport & Highways (MoRTH), New Delhi.
It states that the work cannot be continued until further direction of the ministry, according to the Ministry's letter, a copy of which is now with Hueiyen Lanpao, dated May 15, 2015 which was sent to the Regional Officer, Ministry of Road Transport & Highways, Rajgarh Road near Maharishi Vidya Mandir, Guwahati.
The letter also requested that an independent report on the above mentioned issues may be submitted to the ministry as the earliest.
Again on May 28, 2015 the ministry decided to "de-sanction" the PR work with a request to frame fresh estimate based on present condition of the road and SOR.
The ministry approved the PR work at a cost of Rs 473.63 lakh.
The sanctioned work was based on SOR 2013 and had the provision for the then surface conditions of the pavement brought out in the estimate of July 2014 by the State PWD Manipur.
Provisions allowed in the approved estimate would not be able to address the requirement of road surface at present.
Taking up the work with the approved provision may cause revision in the estimate and revalidation of this PR work may also be required beyond 2016, the ministry said.
The ministry informed this in a letter written to the Additional Chief Engineer-I, PWD, Manipur with request to give direction to the field officer not 'to take up the work.' It also informed the RO (Civil), Guwahati, Rajgarh Road, for necessary action and not to book to expenditure for the work.
The minister further informed through the letter to the RPAO, Guwahati with a direction not to entertain any bill for this work.
