Govt invites suggestions on ILP draft

Imphal, July 27 2015:
Manipur Government has invited suggestions from academics/constitutional/legal experts on the drafting process of a new ILP Bill and inclusion of five points of Joint Committee on Inner Line Permit System (JCILPS) to fulfil people's demand of immediate implementation of Inner Line Permit System in the state.
Special Secretary (Home) Government of Manipur, Jason Shimray has appealed all to send their written suggestions on or before August 2, 2015 at [email protected] and [email protected].
It may be mentioned that JCILPS which spearheads the ongoing mass agitations had demanded the State Government to include a � permit or a pass for migrants as regards their purpose, whereabouts and validity, etc., of their presence; a cut-off base year of 1951 to all people participating and creating of demographic influx into the state; no land ownership rights are to be given to all non-indigenous people and necessary procedures be included in the preparation of the Bill proposed; a full-fledged labour department which has outreached in all the districts of Manipur be strengthened in operational matters for registration and regulation of inter-state migrant labourers, and its necessary rules be framed and detection and deportation of illegal migrants or other non-indigenous peoples should be included in the proposed Bill and necessary action taken thereof.
