AAP submits 'model draft bill' to Govt

Imphal, July 27 2015:
Manipur unit of Aam Aadmi Party (AAP) on Monday submitted to Chief Minister O Ibobi a model draft bill "The Manipur Native/Indigenous People Protection Regulation, 2015."
An AAP press statement said that the model draft bill of the party indicates the clear traditional boundary line of Manipur shown in the map maintained during the time of Commissioner Himat Singh of Manipur.
It said ILP literally means Indian citizens other than Manipuri natives require a pass to be given by the Government to enter the State and move freely within its boundary area.
Implementation of ILP does not necessarily aim to ban entry of Indian citizens into Manipur, it added.
Then Chief Commissioner Himat Singh of Manipur abolished the erstwhile Permit System enforced in Manipur on November 18, 1950, but those Indian citizens who had settled before 1950 in the State can become natives of Manipur, AAP said.
It urged the Government Drafting Committee to consider the party's model bill and suggested that if the Government wants to opt for an ordinance, it can be reflected on Article 213 of the Indian Constitution.
